Project/Proposal Summary: This 3 year Civil Society Task Order aims at providing technical support to USAID/Egypt in managing the civil society portfolio activities and strengthens the capacity of Egyptian civil society organizations and the Civil Society Sector at large.

Position Summary:

The Chief of Party shall have principal responsibility for overall project management and technical operations with USAID to achieve the goals of the project and ensure that the project tasks are completed. S/he is responsible for supervising the project staff and guides them to achieve the project’s overall goals. S/he oversees coordination among the team members and grantee partners to ensure integration of various project components.

Responsibilities: • Maintain day to day responsibility for the management, administration and direction of the project’s activities;

• Recruit, train, and mentor the project technical and the administrative staff;

• Oversee and coordinate all of the technical and the administrative functions of the program by working closely with MSI’s Technical Director at headquarters;

• Liaise with USAID, high level host government counterparts, grantee and project’s stakeholders;

• Supervise and coordinate the work of subcontractors, consultants and sub-grantees;

• Responsible for all of the required reporting for the USAID and for home office on a timely and appropriate format.

Qualifications:

• Degree in Management, International Development, Political Science or other relevant discipline; Masters degree preferred.

• Substantial at a senior level post managing development projects related to civil society support and institutional strengthening; prior USAID CoP experience preferred;

• Experience in designing and implementing monitoring and evaluation systems using qualitative and quantitative techniques;

• Prior experience or extensive knowledge and collaboration with PVOs/ NGOs in Egypt;

• Demonstrated skills in strategic planning and program implementation;

• Very strong knowledge and experience in USAID regulations and reporting requirements;

• Excellent interpersonal skills and demonstrated ability to lead and work effectively under work pressure and within teamwork situations.

• Experience working in Egypt and/or the Middle East preferred;

• Excellent oral and written communication skills required in English and preferred in Arabic.
