DIRECTOR FOR CONFLICT AND DEVELOPMENT

The Director for Conflict and Development provides strategic and intellectual direction to Foundation programs in fragile states and regions of sub-national conflict in Asia, such as Nepal, Sri Lanka, southern Philippines, southern Thailand, Pakistan, Afghanistan, and Myanmar.  Where conflict is endemic and longstanding and the incidence of violence, or potential for violence, is high, development needs, opportunities, and constraints across all thematic areas often differ substantially from non-conflict areas.    In addition to advising and assisting country and theme staff on programs in conflict regions, the Director develops and manages regional conflict-related projects implemented by the Program Strategy, Innovation, and Learning (PSIL) unit.  The most important of these at present is the Programme Partnership Arrangement (PPA) funded by DFID’s Conflict, Humanitarian, and Security (CHASE) department. As a senior member of the PSIL unit, the Director will play a major role in helping to shape field programs and program strategy through support for design and implementation, research, results monitoring, and reflection on lessons from programs. He/she represents the Foundation on issues related to conflict/security and development with donors, governments, partner agencies, diplomatic missions, national and international institutions, and the media, and plays an especially important role in the Foundation’s ongoing relationship with DFID and the UK Government.  The Director is expected to play a visible public intellectual role on issues related to conflict, security and development, through publications, public speaking, participation in conferences, and occasional contributions to the Foundation’s In Asia blog.
Requirements
Experience:  Minimum ten years of professional experience, or the equivalent, in international development assistance programs and/or policy, focused on fragile states and/or conflict-affected regions, ideally in Asia. Extensive knowledge of international policy debates on conflict, security and development is essential, with a strong track-record in writing, public speaking, program development on these issues.  Requires experience with fundraising, donor relations, strategy development, and project design and management in related areas.   Background or technical proficiency in one or more of the following fields:  security, governance, peace building, state building, political economy (including political settlements) concepts and approaches, perception surveys, and social science research methods.   Knowledge of and professional experience in Asian conflict-affected areas preferred.
Language proficiency in at least one Asian language preferred.
Skills:  Strong team building, representational and diplomacy skills. Demonstrated management skills and experience with supervision of multi-disciplinary teams; strong analytical and problem solving skills; excellent verbal and written communication skills, including public speaking experience; proven interpersonal and intercultural skills.
Education: Minimum requirement is a Masters’ degree.
