Project Summary:
The Support for Professional and Capacity Enhancement (SPICE) project is a 3-year initiative to support civil society strengthening, citizen participation, gender equity and corporate social responsibility in Sri Lanka. SPICE is a project funded by the United States Agency of International Development (USAID) and implemented by MSI. Its main office is in Colombo with regional offices in Batticaloa.

Position Summary:
The Senior Program Officer (SPO) will work together with the SPICE program officers to develop, support, and manage a portfolio of SPICE grantees. The SPO will support the successful design and implementation of these projects. The SPO will also ensure that grantees comply with the financial and project reporting requirement of their SPICE grant. The SPO will also be the main liaison between the SPICE project and identified grantees on capacity building efforts. The SPO will work with technical and administrative staff from the Colombo office to complete these duties.
Responsibilities:
  • Contributing to the development of SPICE’s program and partnerships to achieve its objectives and deliverable through analysis and grant formulation support.
  • Supporting comprehensive interventions by working with grantee at the design stage and ensuring that the approved grants are implemented by partners in a timely manner, meeting USAID regulations and contribute to the achievement of overall SPICE objectives in the field of governance, active citizenship, reconciliation, gender equality and livelihoods for vulnerable groups.
  • Supporting the interaction between the SPICE program team and the local implementing partners.
  • Representing SPICE program in local communities, among other civil society actors, and local branches of the government.
Qualifications:
  • Bachelor’s degree in a relevant field required. Master’s degree preferred.
  • Five years’ experience in a relief, development or advocacy agency, three of which should be in a managerial capacity.
  • Program management/implementation experience and familiarity with the Sri Lankan civil society space and actors will be advantageous.
  • Skills in monitoring and evaluation.
  • Hands-on experience working on governance, social cohesion, gender and livelihoods are advantageous.
  • Fluency in English and one national language required; proficiency in a second national language desired and will be a distinct advantage.
  • A good understanding of and commitment to gender and diversity considerations.
