Senior Development Economist ICTSD

The International Centre for Trade and Sustainable Development (ICTSD), an independent non-profit and non-governmental organisation contributing to a better understanding of development and environment concerns in the contact of international trade, seeks to recruit a professional to fill the following position:


Position: Senior Development Economist

This position aims at strengthening ICTSD’s intellectual capacity and expertise in the area of trade and development economics. Its overall purpose is to allow ICTSD to scale up its work on development, competitiveness and structural transformation; raise the profile of the Centre’s initiatives in this area; and enhance the impact of its programmes on international policy making processes. Ultimately it should contribute to position ICTSD as a leading institution and a driver of policy change in this field, by promoting evidence-based and solution-oriented analysis and facilitating constructive interaction among policy makers and trade policy influencers.

This position will be conducted under the direct supervision of the Programmes Director and ICTSD’s Chief Executive.

Main responsibilities:

1. Management of Programme Areas relating to Competitiveness, structural economic transformation, LDCs and Aid for trade. This means overall responsibility, and will include, but not be limited to:
• Programme conceptualization in context of ICTSD mission and vision, and in response to dynamic operating environment of trade and sustainable development, identifying strategic areas of intervention
• Programme design and development, using logframe tools
• Programme implementation, oversight of activities of research, dialogues, etc
• Understanding and leading maximizing impact, through monitoring and evaluation, learning loops, and defining the metrics that will measure and define success. etc
• Budgeting (support from and liaison with finance), resource management
• Oversight of reporting, substantive and financial (liaison with finance)
• Fundraising

2. Intellectual leadership
• Provide intellectual and substantive leadership on all matters relating to the nexus between trade and development in the context of sustainable development, including development of coordinated strategies with other parts of ICTSD, such as Climate and IP Programmes, and providing development insight and leadership within the development of other Programmes.

3. Strategic Communications
• Participate in development of corporate communications strategies around development issues, such that ICTSD communications overall reflect a sophisticated and nuanced view of major trends and the critical niches filled by ICTSD
• Development of communication strategies specific to above programme areas, ensuring that the development dimension is taken into account and expressed consistently across programmes.
• Providing regular information on story ideas, emerging trends and issues in consultation with ICTSD periodical teams. Contributing written pieces and participation in social media. Participation in regular editorial consultation with editors and attending occasional editorial meetings.

4. Strategic political engagement
• Develop a strategic engagement strategy for ICTSD in broader are of trade and development, in global, and regional debates and discussions
• Represent ICTSD and engage as appropriate, in liaison with the Chief Executive and Programmes Director
• Develop networks of intellectual leadership and strategic executive partners
• Liaison with institutions and individuals engaged in work that may be mutually supportive to that of the programme, including policy makers, academia, think tanks, private sector, civil society organisations and the donors community;
• Develop and maintain stakeholder mapping.


Requirements:

The candidate for this position should possess the following abilities:

• Solid background on development economics and issues related to trade and sustainable development in the context of multilateral and regional trade negotiations;
• Post-graduate degree in economics, extensive academic experience and research in development economics and trade;
• Proven developing country perspective, based upon extensive knowledge and experience;
• Minimum of 10 years of senior relevant work experience in the field, with regional/global scope;
• Proven analytical skills, including the ability to express complex concepts in language accessible to non-specialist audiences;
• Demonstrated intellectual leadership in academic and intergovernmental contexts, creativity and the ability to apply a new perspective to problems and opportunities;
• Ability to take initiative, and work with flexibility, efficiency, enthusiasm, and diplomacy, as well as proven management responsibility;
• Ability to work in parallel on multiple projects and meet tight deadlines;
• Excellent communication and writing skills;
• Excellent knowledge of English and either French or Spanish;
• Ability to interact with highly diverse external audiences;
• Proven experience of working in a multicultural environment, both independently and as part of a team.

Contract:
Duration: minimum 1 year with possibility of renewal depending on funding availability.

Place of Work: ICTSD, International Environment House 2, 7 Chemin de Balexert, 1219 Châtelaine, Geneva, Switzerland.
