Senior Manager for Performance Monitoring

The National Democratic Institute for International Affairs (NDI) seeks a Senior Manager to support NDI’s Monitoring, Evaluation & Learning (MEL) team. The Senior Manager will work as part of a small functional team in supporting the Institute’s capacity to monitor, evaluate and learn from its programs. NDI has implemented a series of successful pilots in establishing performance monitoring and reporting systems overseas. The Senior Manager will advance a strategy for achieving the following objective: To more fully harmonize and integrate NDI’s performance monitoring and reporting systems into institutional practice in NDI’s DC- and field-based offices.
PRIMARY RESPONSIBILITIES
As part of the MEL team the Senior Manager will work to establish a strong institutional foundation for data collection and retrieval for program management, donor reporting, and programmatic learning and adaptation. The Senior Manager for Performance Monitoring will lead the achievement of the following four results:
- NDI has an online Performance Monitoring & Reporting Database for its overseas programs:
a. Identifying and/or developing a secure online data management and retrieval system.
b. Designing online database dashboards and/or other interfaces appropriate for different institutional users.
c. Refining online guidelines for collecting and utilizing performance indicator data.
- NDI Staff has the capacity to effectively monitor and report on programs:
a. Supporting regional teams in hiring qualified M&E staff and establishing appropriate performance expectations.
b. Guiding field-based M&E Officers in establishing and utilizing performance monitoring systems for program management, course correction and donor reporting.
c. Designing and delivering face-to-face and online orientations and workshops on performance monitoring to NDI program staff in DC and overseas.
- NDI’s has M&E guidelines that complement administrative team guidelines and policies:
a. Working with the Institute’s Information Technologies team to integrate a performance monitoring database with the Institute’s existing databases (e.g., grants management, accounting).
b. Liaising with Program Coordination to meet donor requirements in performance monitoring and reporting; and representing NDI in external M&E Working Groups.
c. Coordinating with Program Development in meeting donor requirements for competitive proposals.
d. Working with Accounting to ensure appropriate budgets are created for performance monitoring.
e. Liaising with Sub-grants to establish activity reporting guidelines for local partners.
f. Working with Human Resources to create an M&E Certificate for NDI staff.
- The MEL Team has effective systems and resources for monitoring and improving its institutional performance:
a. Collecting, analyzing and visualizing MEL performance data for team strategy discussions and course correction.
b. Drafting proposals for MEL initiatives.
c. Tracking MEL team’s budget expenditures.
d. Managing contracts with consultants.
e. Coaching and managing the performance of MEL staff.
EDUCATION AND/OR REQUIRED EXPERIENCE
• Master’s degree in Public or Business Administration, Non-Profit Management, Organizational Development, Information Technologies or related subject highly desirable; Bachelor’s degree in international relations or other subject required.
• A minimum of ten (10) years relevant work experience in managing programs and staff in international development, organizational development and/or program monitoring and reporting. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis.
• Proven track record in designing, establishing and maintaining performance monitoring and reporting systems, including establishing data management and retrieval systems and online databases.
• Experience managing teams and supervising staff with diverse technical skills.
• Experience in providing technical guidance and training.
• Living or working experience outside the U.S. preferred.
REQUIRED SKILLS
• Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, and policy makers.
• Superior oral communications skills to effectively present information, respond to questions and negotiate.
• Superior data management, analysis, interpretation and visualization skills.
• Understanding of organizational systems and structures.
• Superior report writing skills, clear and persuasive and experienced enough to edit all types of team documents.
• Competency in one or more areas of NDI’s functional programs.
• Experienced management and leadership skills in order to lead, inspire and motivate staff.
• Experience in program design and management.
• Working knowledge of PC-based word processing and spreadsheet applications.
• Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired.
• Seasoned budget and accounting skills.
• Ability and willingness to travel to regional locations, which are often remote and difficult to reach.
• Foreign language ability applicable to region preferred.
