INEA has a multinational team of around 250 specialists in project management, finance, and engineering covering the fields of transport, energy and telecommunications.
The number of INEA staff is expected to grow significantly over the coming years. The purpose of this publication is therefore to set up a reserve list which will be used to cover these growing needs of the Agency.

Mission description Working in the Transport Research Unit of the Agency's Horizon 2020 Department the jobholder will coordinate the unit's specialist project management staff working on one or more clusters of projects, which cover fields such as: green vehicle technologies, aviation, urban mobility or intelligent transport systems. This includes providing staff with guidance relevant to the content and the management of the projects during their full life cycle. In addition, the job holder will be responsible for managing a portfolio of transport research and innovation projects. The jobholder will work closely with the Head of Unit, the Senior Project Managers in the unit, and a wider team of colleagues in the Agency and the European Commission. The exact field of work will be adjusted to the operational needs of the unit, the profile of the selected candidate and may result in a modification of the responsibilities of the Senior Project Managers.

Tasks The mission of the job consists of two parts:
Coordination, management and planning
  • Contribute to the definition of the unit's strategic and operational objectives in the relevant field field(s) and coordinate the available resources in order efficiently achieving these objectives.
  • Ensure effective coordination and team leadership, provide technical and administrative guidance, provide feedback and control the quality of documents produced by the team members.
  • Coordinate, monitor and manage the allocation of tasks to the team members' to ensure an optimal balance between workload and available resources.
  • Ensure that all team members are sufficiently aware of the relevant administrative, policy and strategic aspects affecting their work.
  • Report regularly to the Head of Unit on coordination, management and planning issues.
Administrative and technical management of projects
  • Ensure the efficient implementation of the projects managed by the team members, in accordance with the Agency and the Horizon 2020 procedures and deadlines.
  • Maintain an overview of the technical progress and financial expenditures of projects managed by the team members.
  • Manage a limited number of Horizon 2020 projects and perform tasks related to all stages of the project management cycle, from the evaluation of proposals, preparation of grant agreements, monitoring of projects, assessment of technical and financial reports, initiate the subsequent payments, and reporting the project feedback to policy-makers in the Agency's parent DG's.
  • Provide the necessary assurance on the legality and regularity of transactions, including conducting verifications when required.
  • Represent the Agency, chair meetings and make public presentations on the Agency's work.
  • Report regularly to the Head of Unit on administrative and technical management issues.

A - Written tests (45 min)
a) Test in English comprising a series of multiple-choice questions to assess:
  • your general knowledge about the Agency and related policies;
  • your specific knowledge in the field of the post.
This test will be marked out of 10 (pass mark: 5)
Wrong answers in these tests will not receive negative marks. Each question is equally valued.
b) A case study in English which is designed to test:
  • your knowledge in the field of the profile;
  • your ability to understand, analyse and summarise;
  • your drafting ability.
This test will be marked out of 30 (pass mark: 15).
Total time allowed for both tests: 45 minutes.
B – Oral test (30 min)
Interview with a selection board in English to assess:
  • your suitability to carry out the duties of a Project Management Coordinator in the Horizon 2020 Transport unit;
  • your knowledge and experience in the field of Project Management;
  • your abilities in coordinating a team;
  • your communication, inter-personal and problem-solving skills;
  • your knowledge about the EU's transport, research and innovation, and digital policies;
  • your motivation and your ability to adjust to working as a Temporary Agent in a multicultural environment.
This test will be marked out of 100 (pass mark: 50).
Both the oral and written tests will be combined on a total of 140. Pass mark: 91 out of 140.

Candidates receiving at least the pass mark (91 out 140), all tests combined, will be included in the reserve list of
suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.

Appointment and conditions of employment
  • The jobholder will be appointed on the basis of a shortlist proposed by the selection committee.
  • The jobholder will be recruited as temporary agent, in function group AD5, pursuant to Article 2f of the Conditions of
  • Employment of Other Servants of the European Communities (CEOS) of the new Staff Regulations which is into force since the 1st January 2014.
  • The salaries of temporary agents are subject to a community tax deducted at source. They are exempt from national tax. The European institutions have their own social security and pension scheme. The basic monthly salary, before any deductions or allowances, at 1 July 2015 for grade AD5€, first step is 4,637.77€.
  • The jobholder will serve a probation period of nine months.
  • The initial contract will be for a duration of 2 years and may be renewed.
  • The place of employment will be Brussels where the Agency has its activities.
  • For reasons related to the Agency's operational requirements, the candidate will be required to be available at short notice.

Candidate criteria
Eligibility criteria A. Eligibility criteria
  • A level of education which corresponds to completed university studies of at least three years attested by a diploma;
  • Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.
In addition, in order to be eligible, a candidate must:
  • be a national of one of the Member States of the European Union;
  • be entitled to his/her full rights as citizen;
  • meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
  • have fulfilled any obligations imposed by the applicable laws concerning military service, and;
  • be physically fit to perform the duties linked to the post.
Selection criteria Essential:
  • At least 5 years of work experience in one of the fields of transport research and innovation managed by the Agency.
  • At least 3 years of project management experience.
  • Education in a relevant field of engineering, or a related domain relevant to the job.
  • Proven ability to manage a team.
  • Very good knowledge of English (written and spoken).
Advantageous:
  • Additional relevant professional experience obtained conducting or managing transport research and innovation activities in one or more of the fields managed by the Agency, in a public research, educational or industrial organisation.
  • Additional relevant professional experience in project management and the oversight of larger clusters of projects.
  • Familiarity with the EU's transport, research and innovation, and digital policies.
  • Knowledge about Horizon 2020 and its main operational processes.
  • Experience in managing projects with an international dimension.
  • Knowledge of other European Union languages, in particular German and/or French.
Personal qualities essential for the position (evaluated during the interview):
  • High degree of organisational skills and ability to work under pressure.
  • Good interpersonal and communication skills.
  • Proven ability to work as a team member.
  • Ability to appreciate and follow priorities.
