Principal Human Resource Officer


The East African Health Research Commission (EAHRC) is a semi-autonomous institution of the East African Community (EAC). EAC is an East African regional intergovernmental organisation. The 5th Extra-Ordinary Summit of the EAC Heads of State held on 18th June 2007 in Kampala, Uganda established the EAHRC as a mechanism for making available to the community, advice upon all matters of health, health-related research and findings necessary for knowledge generation, technological development, policy formulation, practice and related matters.

The Mission of EAHRC is: To improve health and well-being of the citizens of the Community by generating, accessing, capturing, assessing, synthesizing, sharing, disseminating, and utilizing health research and findings, as well as technological development that are suitable and relevant to the Community and its people.
The overall objective of the Commission is: To promote, facilitate, and coordinate the conduct and application of health research for the improvement of health and for the wellbeing of the people of East Africa.
The Commission is recruiting staff to serve at its Secretariat. This is an exciting opportunity for highly motivated and result-driven professionals who are citizens of East African Community Partner States (Burundi, Kenya, Rwanda, South Sudan, Tanzania and Uganda) to apply for the following position tenable at the EAHRC Secretariat.

Main role and purpose of the Job
The Human Resources Officer coordinates all matters of Human Resources Management. The Principal Human Resources Officer Implements EAHRC’s HR policies with respect to overseeing the administrative functions of Human Resource management, facilitate the processes of staff discipline, promotion and separation, monitor the establishment levels and advise on staffing requirements, maintain bio-data on salaries, facilitate the preparation and distribution of monthly pay slips and annual gratuity statements to Staff wages, leave, medical scheme, statutory deductions; and all related matters that are required for EAHRC to realize it vision, and execute its mission.
Duties and Responsibilities
The Principal Human Resource Officer will deliver the following duties and responsibilities in a manner that is consistent and cognizant of the EAHRC philosophy:
  1. Initiate, formulate and manage human resource management and development Policies and Strategies for the Commission ;
  2. Design and maintain internal administrative and staff performance appraisal and monitoring systems;
  3. In liaison with the relevant officers, draw up Terms of Reference and Job Descriptions for Institution jobs;
  4. Advise on the enforcement of Staff Rules and Regulations;
  5. Support the completion of employee probationary evaluations;
  6. Coordinate periodic staff performance appraisal/evaluation exercises;
  7. In liaison with the Planning and M&E Unit, monitor Staff Performance Contracts;
  8. Coordinate the selection and recruitment of staff in accordance with the established rules, procedures and practices;
  9. Develop an induction programme for new employees;
  10. Manage recruitment and placement standards, procedures, and practices;
  11. Coordinate and administer EAHRC team training and development programmes;
  12. Undertake measures necessary to ensure that the organization provides a healthy and safe environment for all of its employees;
  13. Handle matters relating to terms and conditions of service in conformity with the established Rules and Regulations;
  14. Direct payroll management;
  15. Initiate budget proposals for Commission;
  16. Direct appropriate utilization of resources including finance
  17. Supervise appropriate documentation and archiving
  18. Prepare progress reports and follow up on the implementation of Commission, Sectoral Council on Health and Council decisions; and
  19. Promote a positive corporate culture and image of the Commission.
Minimum Job Requirements
Academic and Professional Qualifications
A Master’s Degree in Human Resource Management, Public Administration and Management, Business Administration, Finance, Law and related field. Proven financial management skills are required for this position.
Work Experience
At least 10 years of relevant experience in HR management, development and administration with 5 years at senior level. All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective countries. This condition is applicable for both locally and internationally attained qualifications.

Terms and conditions of service
The above position is tenable for a contract period of five (5) years, and may be renewed once.
