Strategic Management & Fundraising Adviser

The HHISP is an Australian Aid funded project that supports the implementation of the Health and HIV programs on behalf of the Australian Government and GoPNG, with its overarching objectives being to improve maternal and child health outcomes and deliver increased health and HIV services to the rural majority and high risk populations in support of the Partnership for Development Outcomes. The project is managed by Abt JTA in association with the Burnet Institute.
Overview
DFAT is supporting the University of Papua New Guinea’s School of Medicine and Health Sciences (SMHS) through the Health Education and Clinical Services (HECS) program. HECS is an Australian Aid-funded program providing support to SMHS to improve the quality and quantity of health workers graduating from the school.
The University of PNG SMHS is the largest provider of health and medical education in PNG. The SMHS has released its strategic plan for 2014-2020, with a vision ‘to be the premier medical and health services training institution in the South Pacific region’. To effectively implement this vision, an Adviser is being sought to support senior management to action the plan’s goals and increase and diversify the funding base.
The SMHS Strategic Management and Fundraising Adviser will:
  • Support SMHS to ensure that planned activities are on track to achieve the objectives and targets envisaged in the Strategic Plan 2014 – 2020;
  • Work with the SMHS Executive Team to develop their strategic management and corporate governance skills;
  • Support heads of departments in developing annual action plans and budgets within the framework of the SMHS strategic plan;
  • Ensure that budgets and procurement plans based on the Strategic Plan are delivered within budget and in a timely manner;
  • Produce consolidated progress reports (monthly/quarterly/six monthly and annually – as prescribed) on activity towards outcomes and HECS financial reconciliation for review and approval by SMHS Executive Management Team and for submission to HHISP through the HIV Coordinator
  • Develop a fundraising and marketing strategy and action plan for the purposes of raising additional revenue for SMHS to support its academic initiatives, and provide monthly reports against activity progress to SMHS Executive and HHISP through the HIV Coordinator; and
Our Requirements
The Adviser will bring substantial (more than 10 years) prior experience, including recent experience, involved in similar projects and will have a track record of achieving operational goals in a tertiary education or research institution. Previous experience in the Melanesian Pacific including PNG will be highly advantageous.
