Description:

RTI International is seeking to implement a USAID funded public administrative reform project in South Sudan to develop more effective and accountable governance in the executive leadership, the legal framework and rule of law and human resource development. This project will tackle capacity development at the executive level, rule of law systems and human resource capacity with the aim of helping the GOSS build performance legitimacy, which is essential to security and regional stability. We are seeking a Chief of Party who will assume the following responsibilities

The COP will be responsible for overall project management, including field team mobilization and leadership; development and implementation of work plans, operational budgets, and performance monitoring plans; coordination with USAID mission in Southern Sudan, government officials, and partner organizations, and ensuring achievement of project results and objectives. The COP will supervise key program staff an ensure accountability to RTI policies and donor rules and regulations. He/she will be based in Juba, Southern Sudan. www.rti.org/job13171

Qualification:
  • Minimum 16 years experience required, including technical and administrative experience overseas managing USAID-funded democracy and governance, rule of law, and/or public-sector institutional capacity building projects.
  • Experience must demonstrate the ability to work within and understand intricate government structures and to successfully administer programs under complex situations.
  • Technical and administrative experience in Africa is highly desired.
  • Proven track record managing complex and integrated programs in a post-conflict environment.
  • Experience with USAID contracting mechanisms
