Project/Proposal Summary:
MSI was awarded a three-year contract with USAID/Sudan on a project named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with the responsibility of executing functions normally associated with USAID’s Program and Communications offices. As a part of the SUPPORT project, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits. Position Summary:
For the well-being of the mission staff and partners, it is imperative that all precautions and measures are taken to minimize threats to safety and security. The basic function of the SSSLO is to provide liaison services between USAID staff and their implementing partners, both contractors and grantees. The position is based in Juba. This is a short term assignment through September 2011.
Responsibilities:
Safety and Security:
1. Incumbent will provide liaison services with USAID implementing partners, contractors and grantees, UN agencies, international NGOs and the government of South Sudan.
2. Incumbent will meet and coordinate with newly arrived partners, provide security briefings to newcomers, VIP visitors and others as requested.
3. Incumbent will maintain a database of incidents reported by USAID partners and others.
4. Incumbent will maintain a database of identifiable information of USAID Chiefs of Party, their deputies, and Security Managers from the respective partners. This database will include contact information and location of project sites. These files will be continuously updated.
5. Incumbent will provide timely dissemination of significant security-related incidents to USAID partners.
6. Through established rapport, incumbent will acquire, analyze and disseminate pertinent security information to USAID partners.
7. Incumbent will encourage and assist partners with the documentation and reporting of security incidents to the RSO.
8. Incumbent shall represent USAID RSO at partner and NGO security meetings.
9. Specifically related to MSI, the incumbent will:
a. Share security information with MSI as one of the USAID partners.
b. Brief new MSI staff and visitors.
c. Coordinate security training for MSI staff.
d. Provide guidance on MSI security procedures and policies and recommendations for MSI compound security and evacuation and emergency protocol.
e. Maintain contact with MSI staff on field visits.
f. Liaise with Warrior Security and COP in approval of MSI staff field trips.
Qualifications
§ Bachelors Degree with at least 10 years of experience in the field of security operations, crisis management, development planning, international development experience is required;
§ Demonstrated ability to work effectively and efficiently with client on safety and security issues is required.
§ Specialized expertise in managing the safety and security operations of a USG agency, bilateral or multilateral organization, international NGO or private company is highly desirable.
§ Prior experience working with USAID, in Sudan and/or in other conflict countries is encouraged.
