Project/Proposal Summary:
This five-year project will promote peace, tolerance, stability and community resiliency in four countries in the Sahel (Burkina Faso, Mauritania, Niger and Chad. Emphases will be on local government, community development, youth and community radio/communications.
Position Summary:
The monitoring specialist will be based in the headquarters office in Niamey and will travel to the other three countries involved. S/he will help develop the Performance Monitoring Plan for the project, will supervise the collection and analysis of data, will help staff use the data to make program adjustments and will work on routine quarterly and annual reports on progress and results.
Responsibilities:
· Establish and implement a program performance monitoring system;· Oversee analysis of data and reporting;
· Work with colleagues to ensure data are used in project direction and management;
· Supervise four country level monitoring and evaluation staff and one general assistant.
Qualifications:
· Professional level fluency, spoken and written, in both English and French;
· Substantial experience with monitoring and evaluation on international donor funded projects, particularly with USAID;
· Experience developing indicators and Performance Monitoring Plans, setting up data collection systems and training staff to implement the systems;
· Experience collecting data an ensuring reliability and quality;
· Experience analyzing data, reporting to donors and using data to improve program direction and management;
· Experience with databases, and with local government, community development or youth programs helpful;
· Africa experience preferred.
