PACIFIC ISLANDS FORUM SECRETARIAT
CONSULTANCY
IMPROVED ACCESS TO AND MANAGEMENT OF CLIMATE CHANGE RESOURCES
The Secretariat is looking to contract a suitably qualified and experienced consultant to fully develop an Options Paper on Improved Access to and Management of Climate Change Resources as per direction of the Forum Economic Ministers and Leaders. This will build on the work already done and contained in a draft annotated outline of the options paper.
The Consultant will be accountable to the Secretary General of the Pacific Islands Forum Secretariat and will work under the guidance of the Regional and International Issues Adviser, to provide:
· An analysis of the draft outline of the options paper (not later than 16 May 2011);
· A preliminary final draft of the Options Paper including a concise Executive summary, key findings and a bibliography of references (not later than 24 June 2011); and
· A final draft of the paper that incorporates comments from FEMM and other stakeholders (not later than 29 July 2011);
· Support to the Pacific Islands Forum Secretariat in the research, development and consultation process in the development of the Options Paper.
Applicants should have;
a) A sound understanding, of ODA, and Climate Change financing modalities and mechanisms and issues and its relation to existing development challenges in particular in this region;
b) A sound working knowledge and experience with various stakeholders involved in the ODA and climate change resourcing area, from practical experience with donors, recipient countries, multilaterals and an understanding of their processes.
c) A good understanding of the various modalities being used (or being proposed) to improve the delivery and management of ODA and/or climate change funding to Pacific island countries in particular.
d) Experience in region and/or in other SIDS regions in the area of climate change resourcing and/or development effectiveness;
e) Demonstrated experience in undertaking reviews; and
f) Excellent research and writing skills a post-graduate degree in trade law and economics, and/or international law. It is essential that applicants have legal drafting experience in international trade agreements and treaties as well as relevant work experience on ACP/EU EPA negotiations or other relevant regional and/or international trade negotiations.
