Description:

RTI International is seeking to implement a USAID funded public administrative reform project in South Sudan to develop more effective and accountable governance in the executive leadership, the legal framework and rule of law and human resource development. This project will tackle capacity development at the executive level, rule of law systems and human resource capacity with the aim of helping the Government of South Sudan (GOSS) build performance legitimacy, which is essential to security and regional stability.

We are seeking a Civil/Public Administration Development Advisor to be responsible for development and implementation of sustainable processes that constitute well-functioning executive level and state level governments. S/he will provide guidance at the central and targeted state levels to develop the capacity and structure of the government bodies. S/he will be based in Juba, Southern Sudan.

Qualification:

• Minimum 12 years experience required, including technical and administrative experience managing public institutional development, civil service reform and development or related fields.
• Experience must demonstrate the ability to work within and understand intricate government structures and to successfully administer programs under complex situations.
• Experience in post-conflict and/or nascent state-building contexts.
• Technical and administrative experience in Africa is highly desired.
• Excellent interpersonal and oral and written communication skills in English
