The Open Society Foundations work to build vibrant and tolerant democracies whose governments are accountable to their citizens. Investor and philanthropist George Soros established the Open Society Foundations, starting in 1984, to help countries make the transition from communism. Our activities have grown to encompass the United States and more than 70 countries in Europe, Asia, Africa and Latin America. Each Foundation relies on the expertise of boards composed of eminent citizens who determine individual agendas based on local priorities.

Launched in January 2010, the International Migration Initiative (IMI) advances migrants' rights by fostering coordinated advocacy across borders and leveraging OSF's global reach to ensure that the management of migration reflects open society principles. IMI seeks to promote migrant rights, improve migration governance and policymaking, broaden channels for legal migration, promote justice and equality, and nurture a better-informed public debate on migration. One of IMI's primary areas of focus is the Asia–Middle East migration corridor (AMEC), where we are working to improve conditions for low-wage migrants and domestic workers. The AMEC initiative aims to deter rights violations, empower migrants, and advocate for systemic change.

The International Migration Initiative seeks a full-time Program Officer for the Asia–Middle East migration work, who will be based in Southeast Asia at the Tifa Foundation in Jakarta, Indonesia – http://www.tifafoundation.org. The Program Officer aids in the establishment of programmatic goals and priorities; participates in the development of grantmaking strategies and guidelines; acts as liaison between the foundation and funding applicants, grantees, and other donors and professionals in the field; conducts site visits and project evaluations; participates in grant application review and docket preparation; and carries out research and advocacy on issues that affect prospects for advancing open society in the region.

Responsibilities:

  • Develop, implement and monitor program strategies related to migration in the Asia–Middle East corridor.
    • Prospect for new grants;
    • Review and recommend grants;
    • Supervise and monitor grants (maintain regular communication with counterparts, provide feedback, conduct site visits, review reports, website and publications);
    • Generate and coordinate connections with other donors and organizations;
  • Support strategy development and the design of a monitoring, learning and evaluation system for the AMEC work.
  • Organize and participate in program-sponsored events that convene strategic actors or counterparts.
  • Collaborate with other relevant thematic programs within the Open Society Foundations network.
  • Represent the International Migration Initiative at national and international meetings, workshops and conferences.
  • Carry out other responsibilities as assigned by the Director.

Qualification:
  • Graduate degree in relevant discipline.
  • Expertise in issues of migration in the Asia–Middle East Corridor; with a strong grounding in human rights
  • At least five years professional work experience in public policy, international development, and/or grantmaking.
  • Excellent written and oral English is required; fluency in one or more Southeast Asian languages preferred.
  • Strong interpersonal, organizational and problem solving skills and attention to detail.
  • Excellent analytical, research and communications skills.
  • Ability to work independently and as member of a team.
  • Willingness and ability to travel extensively (approximately 30% of time).
  • Flexibility and willingness to work simultaneously on a wide range of tasks and projects, and ability to prioritize.
  • Discretion, sensitivity and sound judgment; ability to handle confidential issues.
  • Prior working experience in Southeast Asia.
  • Experience in project management and coordinating multi-stakeholder processes.
  • Previous grantmaking experience desirable.
