Programme Manager (North) (3 years renewable contract)

Based in: Ghana

Salary: GHC 24,000-GHC 32,000

Anticipated Started Date: May 2011

KEY RESPONSIBILITIES:

Strategic programme governance and development

• Lead in defining roles and responsibilities, and providing oversight for programs and projects
• Advise WAG on policies that reflect and inform objectives (service delivery and policy), contributing to programme and policy synergy
• Support development and implementation of monitoring and evaluation systems, baseline studies and results frameworks, project monitoring and evaluation plans, common indicators, and indicators for WAG and donor M&E frameworks and reporting requirements.
• Ensure, in collaboration with the Finance and/or Donor contracts teams, sound office and program financial management that conforms to internal WAG and external donor policies and/or regulations for significant expenditures; develop new and/or develop program-specific procedures for making and reporting expenditures.

Programme Planning and management

• Develop systems for planning, implementation and review of both projects and overall programme operations
• Lead high-level sessions for program plan and schedule development and ensure conformance to WAG Country Program strategy and major deliverable timelines.
• Prepare, review and submit required progress reports on assigned projects in Northern programs from partners and by WAG for submission to donors and other stakeholders.
• Support Programme Officers and partners (NGO, Government, communities) in their implementation of programmes.
• Ensure that WaterAid's WASH agenda, rights, gender and strength based and Pro-Poor approaches, community water resource and risk management, Health and Safety strategies/ guidelines/policies are implemented in all aspects of the Northern programme.

Client/Partner Relationship Management

• Develop and nurture good relations with WAG development partners, government institutions, traditional and emergent leaders, and the communities that WAG operates in by maintaining an overview of all key activities; Contribute to the development of a relationship strategy with key stakeholders.
• Collaborate and network with organisations to maximise the impact of WAG goals
• Design capacity building support to new sectors and partner organisations.
• Participate in necessary stakeholder meetings.
• Establish monitoring and evaluation indicators with clients/ partners

Promoting learning and best use of technology

• Establish learning and information flows within WAG to support individual and team learning.
• Build capacity of partners and office staff through project technical and soft issues advice and coaching
• Develop and disseminate documents on relevant best practice
• Review and link team and individual performance into learning

Program Development and Fundraising

• Provide support to fundraising efforts including writing, reviewing and editing proposals to generate concise & professionally sound donor specific program/project proposals
• Provide technical inputs to program development documents during program design workshops, especially on impact measurement, indicators, and M&E systems
• Advise on M&E staffing component in new project proposals.
• Lead in the process of assessing all rural partner proposals including preparation of annual work plans and budgets for the rural programme and determine the extent to which these contribute towards achieving the objectives of the CP.
• Prepare concise & professionally sound donor specific project reports

Representation and Advocacy

• Represent WAG at external fora (government and nongovernment), particularly
those related to impact measurement, M&E systems design, evaluation of programs or projects, and assessments/evaluations of Country Strategy achievements.

PERSON SPECIFICATION

University Degree or professional qualification in relevant subject (social sciences, sanitary or civil engineering, project management, developmental studies).

Essential

• Must be eligible to work in Ghana.
• Minimum of 6 yrs experience in Programme planning, development and management at senior level.
• Strong Project management experience and knowledge of approaches, tools and phases of the project lifecycle, including evaluation and impact assessment.
• Computer-literate (word processing & spreadsheet packages including power point).
• Exceptional communication skills – both written and verbal.
• Able to work effectively at all levels in an organization across functions.
• Excellent active listening, coaching and mentoring skills.
• Excellent Problem solving and root cause identification skills.
• Strong Monitoring and evaluation, analytic and decision making skills and abilities.
• Must be a team player and able to work with and through others.
• Successful history of high level partnership development and representation, including working with various donors (DFID, USAID, UN, EU, etc)
• Training and process facilitation
• Proficiency in English and several languages of Northern Ghana

Desirable

• Good understanding of community management and the integration of water supply with sanitation and hygiene and across wider development sectors.
• Experience in Advocacy, CBWRM, and Climate Change Issues
• Knowledge of rights based, pro-poor, equity & inclusion issues in development.
• Valid Driver’s license.
