Switzerland Logistics-Legal Consultant

Background and Purpose

The International Federation of Red Cross and Red Crescent Societies' (IFRC) is the international coordinator and support provider for its 186 member National Red Cross and Red Crescent Societies. Among the key missions of the IFRC is to save lives, protect livelihoods and strengthen recovery from disasters and crises around the world. As the world's largest humanitarian network, the IFRC and its members have an important responsibility as one of the world's most important actors in international disaster response.

This year the IFRC's Logistics Department adopted "Logistics Strategy 2015" with the aim of improving and scaling up the logistics capacities and functions of the IFRC secretariat and members, in order to increase their disaster response ability world-wide. To support this effort, the IFRC's Legal Department is conducting two short-term projects to ensure that the IFRC has the necessary legal tools, processes and safeguards in place to support the expanded services. The first will be an "internal legal review" of risk management tools and processes. The second, which is the subject of this consultancy, will be an analysis of the legal status of the IFRC and interested members in relation to logistics needs.

In particular, the Legal Status Project will involve an analysis of the proposed logistics developments in light of the legal environment in which the IFRC operates, including applicable privileges and immunities which it is accorded. It will also examine the legal rights of particular National Societies related to logistics issues in disaster response operations. The review will involve both desk review of key documents and extensive consultations with IFRC staff and National Societies about the operational experience of the exercise of legal rights.

Project outputs

The outputs of the project will be:

- a Legal Status Needs Study related to IFRC secretariat-led operations,
- a Strategy for addressing any potential gaps identified in the above study, and
- a Report on selected National Societies' legal rights related to logistics needs in disaster response.

Key tasks and responsibilities
Under the direction of the IDRL Programme Coordinator:

- Liaise and consult with relevant stakeholders of the project;
- Review and analyze relevant legal status agreements, other international instruments and relevant domestic laws and trends relevant to the legal rights required to provide the planned logistics services;
- Gather and analyze information concerning operational experiences of the IFRC's exercise of its privileges/rights in identified countries (through telephone and email contacts);
- Gather and analyze information concerning the legal rights of identified National Societies related to logistics needs in disaster response;
- Prepare a preliminary draft of the Legal Needs Study no later than July 4, 2011
- Complete the Legal Needs Study, Strategy and Report by the end of the project period.

Specifications
Education/Qualifications
- A university degree in law required
- Specialized studies in international organization law preferred

Experience
- 5 years of prior experience in the practice of law preferred
- Experience working with international privileges and immunities preferred
- Red Cross/Red Crescent experience or other legal operational experience welcomed (preferred)
- Sensitivity in and prior exposure to cross-cultural situations required
- Experience working in a team environment, with remote team members preferred
Skills/knowledge
- Knowledge of the International Red Cross and Red Crescent Movement preferred
Fluency in English required
- Excellent research, legal writing and drafting skills required
- Working knowledge of at least one other official Federation language preferred
(i.e. French, Spanish or Arabic)
- Familiarity with word processing and the Internet required
