Accountant / Finance Officer
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Act as primary support to the Senior Resident Representative in meeting the accounting obligations of NDI-Syria and liaise with NDI-Turkey’s Ankara-based accountant and Senior Resident Representative to facilitate compliance with Turkish requirements;
· Assist the Resident Representative and program staff in developing and monitoring program budgets, including budgets for individual activities and monthly wire transfer requests to NDI’s headquarters in Washington, DC;
· Prepare and submit monthly reconciliation reports to NDI’s headquarters in Washington, DC;
· Coordinate with NDI-Turkey to consolidate financial reports to the Turkish government;
· Ensure compliance with financial regulations and parallel reporting procedures to Turkish authorities;
· Maintain a daily Quicken software account and Cashier Book to accurately account for all funds disbursed and received on a daily basis;
· Ensure contracts with vendors, employees, consultants, and service providers are in line with NDI accounting and operational procedures, as well as local Turkish laws and regulations;
· Liaise regularly with NDI International Accounting on all financial and operational matters;
· Serves as main office liaison to NDI International accounting,
· Liaise regularly with NDI subgrantees to ensure high quality and timeliness of financial reports and drawdown requests; and
· Monitor transactions on operational and tax-exempt NDI-Syria bank accounts.
EDUCATION OR EXPERIENCE
· University degree in economics or related administration since at a recognized college or university;
· Minimum three (3) years of experience in finance assistance; and
· Experience in international development, community organizing, civil society activism, or organizational development.
REQUIRED SKILLS AND ABILITIES
· Written and oral Turkish and English language skills required, as well as Turkish to English/English to Turkish written and oral translation abilities;
· Demonstrated background knowledge of Turkish financial and accounting procedures;
· Good interpersonal skills to effectively interact with all levels of staff, international personnel, and NGO community;
· High level of oral and written communication skills to effectively present information and respond to questions in Turkish, English, and/or Arabic ;
· Capacity to work both independently and as a member of a team;
· Ability to define problems, collect data, establish facts and draw valid conclusions;
· Ability and flexibility to work beyond normal working hours if and when needed;
· Working knowledge of Google Apps (Gmail, Calendar, Google Drive, G+, etc.) , PC-based word processing and spreadsheet applications, and Quicken accounting software preferred; and
· Ability and willingness to travel to Ankara and regional locations, as security permits.
