Organizational Context
IFAD is an International Financial Institution and a Specialized Agency of the United Nations whose mission is to enable poor rural people to overcome poverty. IFAD’s headquarters is in Rome, Italy, and its staff work with poor rural people, their governments, communities and organizations in more than 80 countries to develop and finance programmes and projects aimed at increasing rural productivity and incomes.
Division Context
The Treasury Division (TRE) of the International Fund for Agricultural Development (IFAD) is responsible for the Fund's overall asset and liability management, including daily cash flow operations, longer-term resource projections and planning, investment and liquidity policy formulation and implementation, currency alignment and financial risk management.
Through a number of internal committees, TRE directly supports the President and Senior Management in making corporate decisions that impact financial and operational resources. Headed by a Division Director, TRE relies on three operating units to deliver these services; they are the Cash Management, Liquidity Management and Asset Liability Management Units. Each of these Units is managed by a Team Leader.
Duties and Responsibilities
Under the direct guidance and supervision of the Treasurer, the Assistant Treasurer:

a) Manages the three Treasury teams of Asset Liability Management (ALM), Cash Flow Management (CM) and Investment/Liquidity Management (IM), ensuring collaboration and cooperation between them. Working with the three team leaders, develops and coordinates a work plan for the Treasury Division and ensures its implementation across the three Treasury teams in accordance with IFAD’s policies and guidelines, developing, coaching and evaluating the staff in support of Treasury Division deliverables. Provides guidance to the teams in effective use of resources.
b) Advises and assists the Treasurer in formulating strategies and approaches for managing financial resources within optimum liquidity levels.
c) Ensures integrity of Treasury activities in line with IFAD Financial Regulations, Internal and External Audit recommendations and best business practice.
d) Monitors the overall compliance of IFAD’s accounting and banking transactions and ensures active support of auditing and other oversight programmes.
e) Ensures physical and logical security of IT infrastructure/environment for the Treasury operations including SWIFT.
f) Manages and controls IFAD’s exposure to risks with respect to Treasury operations.
g) Ensures the timely execution and delivery of Treasury services to internal/external parties.
h) Builds stronger relations with FAO, WFP and other UN agencies in the context of UN System-wide harmonisation initiatives.
i) Performs other related tasks as requested to deliver quality service to IFAD’s clients, including deputising for the Treasurer when absent and representing the Fund and the Treasury division at external and internal meetings.
Education and Experience
- Master’s degree or equivalent in finance, economics, business or related studies. Appropriate professional accreditation or qualification (such as CFA, CAIA, SIP) is highly desirable;
- Minimum of ten years of progressively responsible experience in treasury or related work, of which at least two years should be with an international financial institution;
- Proven experience in managing treasury-related functions, including cash management, investment portfolios and asset liability management.
- Knowledge in SWIFT electronic banking platform, experience in other electronic banking platforms desirable.
- Experience of structuring and servicing bilateral and multilateral financing arrangements.

Communication
? Excellent written and verbal communication skills in English, including the ability to set out a coherent argument in presentations and group interactions; working knowledge of an additional IFAD language (Arabic, French, Spanish) is an asset; and
? Working knowledge of Microsoft packages and electronic communication.
Other Information
