Deputy Chief of Party, Burkina Faso

We are currently seeking a Deputy Chief of Party (DCOP) for an anticipated P.L. 480 Title II Multi-Year Assistance Program (MYAP) in Burkina Faso. This position is based in Kaya. The overall goal of the project is to reduce chronic food insecurity and vulnerability of individuals, households and communities to food security shocks. The program aims to increase the production generated by smallholder faming households, especially female-headed and conflict-affected households; increase the income generated by smallholder farming households; reduce the underlying vulnerability of farming communities to food security shocks; and promote improved health and nutrition.

Responsibilities:
• Assume responsibility for overall administrative, financial, and contractual management (Ag/Livelihoods and Health) of the MYAP under the supervision of the COP, USAID and ACDI/VOCA HQ.
• Represent ACDI/VOCA interests during meetings with USAID, international actors on the ground, local partner/government organizations, and project beneficiaries.
• Help the COP oversee the development of project reports, contracts, and other programming documents for USAID, the host country and/or ACDI/VOCA, and monitor ongoing activities to ensure they are reaching the intended objectives and are in full compliance with donor regulations.
• Assure quality control and timely delivery of Ag/Livelihoods and Health deliverables; develop quarterly work plans and tie them to budgets.
• Supervise the staff responsible for office operations, such as IT and transportation, in Kaya.
• Develop and oversee office support procedures and recommend changes/improvements in procedures to attain increased efficiency and effectiveness.
• Identify new business opportunities that further ACDI/VOCA objectives and complement other ACDI/VOCA projects and programs.

Qualifications:
• Bachelor’s degree in relevant field preferred or equivalent experience required; master’s degree strongly preferred.
• Minimum two to four years’ work experience in a developing country required.
• Fluency in both English and French required.
• Prior experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with Title II projects is preferred.
• Three to five years’ proven experience and ability to motivate and manage finance and contract administration personnel in a dynamic and growing work environment.
• Strong financial and operational management experience with proven management skills.
• Strategic thinking ability; excellent oral and written communication, analytical, ability to work efficiently and quickly under pressure; and an interest in private sector approaches to development.
