A non-profit organization providing humanitarian assistance to Burmese refugees, is urgently seeking:

Nutrition Manager

Manage border-wide Nutrition Programme activities and ensure program deliverables are achieved at field site and camp levels in 9 refugee camps in along the Thailand-Burma border. Provide guidance and oversight to 5 Nutrition Field Officers.

Requirements:
Bachelor degree in Nutrition, Health Education or related field .
Master in Public Health preferred.
At least 3 years¡¦ experience with humanitarian or development organisations .
Understanding of the political, social and cultural environment along the Thai-Burma border preferred.
Strong project implementation, monitoring, and evaluation skills.
Excellent training and written and oral communication skills.
Solid computer and numeracy skills, including data entry.
Proficiency in English. (Thai/Burmese or other relevant language preferred).
Able to work both autonomously and within a team.
Able to travel at least 60% of the time to at least 9 camps in 4 provinces
Valid Thai driver's licence or willingness to learn.

1.0 JOB DESCRIPTION

Position Nutrition Manager

Department Programmes

Reports to Nutrition Technical Specialist in close collaboration with the Field Coordinators

Reportees / Supervision Assigned Nutrition Field Officers (NFOs)

Grade G

2.0 PURPOSE

Under the guidance of the Nutrition Technical Specialist (NTS), the Nutrition Manager will manage nutrition projects border-wide, including:

1. Provide nutrition program delivery advice, training and guidance at the field site and camp level to TBBC partners (eg health agency staff, CBOs etc.);

2. Ensure program deliverables are achieved at field site and camp level, including monitoring relevant nutrition and food security indicators, and

3. Provide oversight, training and on-going guidance to Nutrition Field Officers (NFOs).

This position will be based in Mae Sot and requires frequent travel (up to 60%) to field sites and camps on the Thailand Burma border.

3.0 JOB RESPONSIBILITIES, DUTIES AND TASKS

3.1 Core Responsibilities & Duties

1. In collaboration with the Programmes Director and Nutrition Technical Specialist, provide input into development of a border-wide nutrition strategy, integration of Nutrition Field Officer activities with other projects, and other long-term planning activities.

2. With guidance from the Nutrition Technical Specialist, oversee the coordination of the implementation of nutrition projects and deliverables at the field and camp level including:

a) Oversee implementation of nutrition surveys in all camps;

b) Oversee delivery of supplementary and school feeding programmes;

c) Assist in the design and delivery of nutrition education and other related campaigns;

d) Conduct regular field visits to support NFOs and partners; and

e) Other tasks as identified.

3. With guidance from the Nutrition Technical Specialist, make regular field visits to oversee the assessment, monitoring, and evaluation of nutrition projects, including:

a) Train NFOs and health agency partners to conduct nutrition surveys; oversee data entry process; and assist in data analysis and report-writing;

b) Provide on-going training and support to NFOs to monitor Supplementary and Therapeutic Feeding Programs in camps and provide regular feedback to the Nutrition Technical Specialist;

c) Provide guidance to Nutrition Field Officers to monitor and provide training to CBOs implementing nursery school feeding programs; and

d) And other tasks as identified.

4. Assess capacity building needs of implementing partners; in collaboration with the NTS, design and deliver activities that increase the ability of partners to deliver the programme, including:

a) Plan and conduct on-going topic-specific training for NFOs, TBBC staff, and implementing partners, and provide partners and NFOs with on-going support to deliver programs;

b) Develop and deliver teaching aids training and to Community Agriculture and Nutrition program staff in the camps; and

c) Other training and capacity building needs as identified.

5. Coordinate closely with Field Coordinators and other TBBC Specialists to implement nutrition activities in the field.

6. Develop and maintain collaborative local networks with CBOs, INGOs, and other relevant agencies to share information and coordinate activities. Act as liaison between NTS, health agency and CBO field staff involved in program implementation

7. Represent TBBC at the field level, to donors, INGOs, CSSDPT, and government, as required.

8. Provide accurate and timely information and reporting to the Nutrition Technical Specialist, for monthly and 6-monthly reports, and nutrition survey reports, and provide regular feedback regarding ration commodities, communication strategies, etc.

3.2 Occasional Significant Duties

1. Participate in research projects that further the technical knowledge of humanitarian relief and development, particularly regarding nutrition and food security.

2. Lead workgroups and other groups of health and other partners working on the Thai-Burmese border to integrate and improve program delivery (eg Nutrition Task Force, Nursery School meetings, etc.)

3. On temporary bases take on responsibilities of Nutrition Technical Specialist as assigned by Nutrition Technical Specialist

4. Respond to emergencies as required.

4.0 JOB SPECIFICATION (MINIMUM JOB REQUIREMENTS)

Education

Bachelor degree in nutrition, health education or related field .

Master in Public Health preferred.

Experience in humanitarian or related area

Skills

Project implementation, monitoring, and evaluation. English, spoken and written, Excellent training, communication skills and ability to motivate a team, survey implementation and data entry (Excel, ENA, SPSS), computer skills, Thai/Burmese language skills preferred

6.0 LOCATION

Based in Mae Sot with border-wide responsibility (Kanchanaburi, Umphang, Mae Sot, Mae Sariang, Mae Hong Son).

7.0 LINES OF COMMUNICATION

Nutrition Manager and/ or Nutrition Technical Specialist will prepare detailed monthly and weekly plans for the Nutrition Field Officers. The Nutrition Technical Specialist will ensure that these plans fit into annual and quarterly plans for the nutrition program. These plans will be shared with each Field Coordinator by the Nutrition Manager or Nutrition Technical Specialist.

The Nutrition Field Officers and Nutrition Manager will receive necessary administrative, logistics and other support from the Field Coordinator who is managing each respective office.
