AHF Uganda Cares Program is a collaboration with the Ministry of Health to provide HIV/AIDS care including, antiretroviral treatment care, basic care and palliative care, psychosocial support, HIV testing and Prevention; training and other related services. To meet the above needs, the Program desires to recruit skilled, committed, self driven and results oriented individuals to fill the following posts:

Job Title: TEST AND TREAT COORDINATOR - MASAKA
Reports To:
Prevention Program Manager
Job summary: This is a leadership and management position whose major roles are planning, budgeting, coordination, advocacy, human resource management, logistics management and reporting.

Duties and responsibilities:
He/she is responsible for continuous advocacy and marketing of ‘test and treat’ at implementation level
Attends and participates in partnership meetings that input into and foster test and treat
Schedules and organizes partnership meetings
Works closely with a select team to plan for, budget and manage finances related to test and treat
Maintains adequate stocks of supplies and logistics by ensuring timely reporting, correct forecasting and efficient utilization of resources
Maintains adequate provider staffing in the healthcare center to ensure smooth flow of patients.
Maintains provider productivity to standards set by AHF management.
Ensures timely and quality program and MoH reports are submitted
Works with health center and district staff to ensure quality services are delivered

Supervisory responsibilities: Directly supervises 7 employees both medical and nonmedical.

Education and Experience: Medical Doctor with at least 3 years field experience; or
BA in Social sciences; SWASA with 5 years experience in an HIV/AIDS field; or BSc degree in Nursing with at least 5 years experience. Added experience working in an HIV/AIDS field coordinating field activities, higher degree e.g MPH with valid/relevant, Registrations & licenses

SKILLS: Should have good written, oral and interpersonal communication skills of both English and luganda. Ability to express oneself in the other locally usable languages is an added advantage.

COMPUTER SKILLS: Must be adept at using MS office applications such as M/S Word, Office, Excel.

Certificates and Licenses: Should have a valid registration with governing bodies. Physical Demands: Must be able to ride a motorcycle.

Job Title: ADMINISTRATIVE ASSISTANT TEST AND TREAT PROJECT - MASAKA
Reports To:
Test and Treat Coordinator
Job Summary: To provide administrative, secretarial and management support to the Uganda test and treat project.

Key Tasks
Secretarial:
Coordinates and schedules appointments, meetings and cancels meetings and appointments as requested in a timely manner
Keeps records of documents in a retrievable manner according to AHF guidelines
Creates and maintains filing system in an organized manner
Records, and take minutes of meetings accurately and circulates them in a timely Manner

Administration:
Maintains adequate stocks of office supplies
Tracks inventory of office equipment and ensures that all equipments are well maintained.
Keeps all original documents pertaining to motor vehicles and equipments in safe custody
Liases with drivers to ensure that motor vehicles are well maintained, with up to date insurance cover

Management of petty cash:
Requisitions for petty cash replenishment to ensure adequate cash at all times
Ensures timely delivery of payment requisitions to secretariat Monitors cash expenditure and reports to the T&T coordinator as appropriate Updates the petty cash book on a day to day basis Keeps safe custody of petty cash

Supervisory Responsibilities: Will directly work with and supervise the driver and maintenance worker

Education and experience: A Degree or equivalent in Secretarial Studies from a recognized institution;
Strong secretarial skills and computer skills including proficiency with MS Word, spreadsheets, e-mail, Publisher and Power Point; A minimum of 3years relevant work experience with a reputable organization

Other desired skills: Fluency in English; excellent interpersonal, organizational and management skills; note taking and typing skills; ability to work in a team.

COUNSELOR COORDINATOR TEST AND TREAT PROJECT - MASAKA
Reports To:
Test and Treat Coordinator
Summary: The job will entail coordinating all the activities related to counselling including training of service providers including lay providers on basic counselling skills, adherence counselling. In addition this person will monitor quality of counselling services offered by the various service providers.

Duties and responsibilities:
Provide sound technical assistance to the project team in the implementation of routine counselling and testing
Support training of counselors and lay cadres on HCT and ART.
Plan and undertake mentorship and support supervision of all counseling activities for project implementation sites.
Ensures up to date practices are in place aimed at maintaining high quality of counseling.
Participates in the development, dissemination and establishment of HIV and ART counselling protocols and practices at all project sites.
Participates in designing and determining patient flow systems for HCT and ART at different sites to achieve maximum efficiency.

Supervisory Responsibilities: Will directly work with and supervise health centre staff, field testing teams as well as other CSO partners. Focus will be on cadres responsible for providing counseling of any nature on the project

Education and Experience: Bachelors Degree in Social Sciences or Nursing Officer with requisite training and experience as a counselor trainer and counselor. Possession of a certificate in HIV prevention and ART counselling. Minimum of 3-5 years experience or more in a similar position.

Skills: Should have good written, oral and interpersonal communication skills of both English and luganda. Ability to express oneself in the other locally usable languages is an added advantage.

LABORATORY TECHNICIAN TEST AND TREAT PROJECT - MASAKA
Reports To:
Test and Treat Coordinator
Job Summary: The laboratory technician will coordinate and ensure quality HCT and
other HIV related laboratory services are provided at all collaborating sites. He/She will also provide training on rapid testing methodologies and manage the logistics for test kits and other medical supplies required by the project.

Duties and responsibilities:
Participate in planning and overseeing support supervision activities for the laboratory function of project sites.
Oversee laboratory services and ensures standard and current practices for HCT and ART are in place for maintaining high quality of services and maximizing the use of all resources.
Ensures compliance and implementation of laboratory protocols for HCT and ART for all staff involved with the project.
Participate in the development and replication of laboratory protocols and practices for all participating health facilities.
Conduct quality control checks for HIV test kits, CD4 machines and all related project laboratory infrastructure.
Conduct quality assurance and control for all laboratory related project activities.
Spearhead inventory control management for all project laboratory supplies and reagents.

Supervisory Responsibilities: Will directly work with and supervise health center
staff, field testing teams as well as other CSO partners

Education and Experience: Diploma in Laboratory technology from a recognized institution. A minimum of 3 years experience in a similar position. Must be registered with the Allied Health Council.

LINKAGE COORDINATOR TEST AND TREAT PROJECT- MASAKA
Reports To:
Test and Treat Coordinator
Job Summary: He/she will ensure that all identified HIV positives access linkages of
patients into care and follow up for patients lost to care. The person will work closely with sub county focal persons and VHTs to ensure appropriate and timely linkage of clients to care facilities and track all those who will be lost to care.

Duties and responsibilities:
Provide technical assistance to the project team in implementation of demand creation for HCT and ART
Ensure all clients are linked to care and treatment facilities
Support training of lay cadres with regard to linkage to care and follow up
Work with sub county focal persons, to monitor and supervise activities of VHTs with regard to linkage and follow up.
Ensures that standard procedures are in place that ensure ethical issues with regard to follow up are adhered to.
Document all lessons and best practices with regard to linkages for replication to
other AHF-Uganda Cares sites and partners.

Qualification and Experience: Bachelors degree in social sciences, counselling or a
Registered Nursing Officer. He/She should have requisite training and experience as a
community /social worker or nurse in an HIV/AIDS service organization. Additional training in community mobilization, HIV and ART counselling are an added advantage.
Minimum of 3 years experience working in this position
Physical Demands: Must be able to ride a motorcycle.
Certificates and Licenses: Should have a valid registration with governing bodies.
Language/cultural preferences: This position requires someone who is conversant
with the local language and cultures in the region.

JOB TITLE: DATA MANAGER TEST AND TREAT PROJECT – MASAKA
Reports to:
Test and Treat Coordinator
Job Summary: The job holder is responsible for management and analysis of all data
relating to the project. He/she provides leadership and technical guidance to project
sites and partners to ensure quality data is collected, processed, and disseminated to
the management team.

Duties and Responsibilities:
Coordinates data management activities relating to HIV Testing and treatment including data collection, compilation, analysis, and dissemination
Develops data collection tools and databases integrated within the general Health Management Information Systems and review them on a regular basis.
Performs data collection quality control and assessments on a regular basis
Participates in training of health care workers and records officers in data collection and management
Conducts regular support supervision activities to project sites.
Troubleshooting and management of computer systems including local area networks.
Participates in preparing monthly, quarterly and annual work plans and reports.
Backs up all information on a daily basis to ensure safety of data and maintains
privacy of all data.

Education and experience: Minimum of a Bachelor’s degree in Statistics, Economics or other related field from a recognized university.
Should have at least a minimum experience of 3 years working in healthcare delivery system, sensitive to patient population and issues surrounding HIV/AIDS.
Ability to read, analyze, and interpret basic statistical data and effectively present
information.
Flexible, proactive and able to organize work independently as well as work in a team

Supervisory Responsibilities: Will supervise 2 data entry clerks
Other Skills: Must possess good interpersonal, communication and presentation skills,
Ability to manipulate and make sense of out of data sets, Be flexible, proactive and
able to organize and plan work independently, He/she must be sensitive to ethical
issues surrounding HIV/AIDS, Ensure that all client information is kept confidential,
Must be able to prepare and compile reports, Provide guidance to the project
implementation team with regard to data management related issues, Must be able to
design data entry and management applications.

IT MANAGER: SECRETARIAT KAMPALA
Reports To:
Country Program Director
Job Summary: Oversee the programming and administration of ICT, ensuring that ICT
services both hardware and software equipment are functioning well.

Duties and Responsibilities:
Responsible for the maintenance of ICT services/ICT hardware/ software equipment and control
Develop a plan and budget for maintenance and sustainability of ICT technical needs in liaison with Country Program Director.
Liaise with heads of units to design an ICT support plan, oversee the programming and administration.
Ensures that all data and electronic services are fully functional at all times and
timely notification of system failures.
Ensures that the Uganda Cares data base and website including the supporting
hardware and software are functioning properly and undertake to update virus
software regularly
Ensure that excellent Internet access and connectivity of the Uganda Cares Server
and website is continuously upheld
Advise management on software and hardware procurement requirements of
Uganda Cares, and participates in ooutsourcing IT equipment and support

Education and Experience: Minimum of a Bachelors degree in Computer Science or
statistics (Computing option). At least 2 year’s documented working experience in
design, development and maintenance of websites, database management systems.
Very good working knowledge of major networking components, network operating
systems and basic computer hardware components

Physical Demands: The job will require a flexible individual who is ready to be called
upon at any time of the day to trouble shoot whenever network failure is experienced.

POSITION: FIELD OFFICER – SOCIAL ECONOMIC EMPOWERMENT PROJECT
(SEEP) - SOROTI
Reports to:
SEEP Program Officer
Job Summary: S/he will be responsible for mobilization and recruitment of clients to
participate in project activities, sensitize and train them, co-ordinate and monitor the
progress of all activities. The Field Officer will be in charge of all field-based project
activities at the site.

KEY RESPONSIBILITIES:
Mobilizes potential clients for participation in project activities.
Supervises the formation of groups.
Trains clients on savings and loan policies and procedures.
Manages the loan processing exercise.
Supervises the loan collection exercise on a weekly basis.
Monitors clients’ business enterprises to ensure proper utilization of loan funds.
Establishes and nurtures linkages with partner institutions that can offer training and
advisory services to clients.

Education and Experience: Minimum of a Bachelors Degree in Commerce,
Economics, Development Studies, Social Sciences, or other related field. A minimum
of 2 years’ successful experience in the implementation of Micro-Finance activities at
community level. Competence in adult training techniques, Ability to communicate
effectively in English, Ateso and Luganda. Good interpersonal and communication
skills and capacity to work with a partner-based approach. Strong analytical skills and
an ability to work with minimum supervision. Ability to work calmly under pressure.
Ability to ride a motorcycle is a must and an added advantage. Below/not more than 35
years of age.
