The USAID-funded West Africa Trade Hub project aims to reduce poverty in the region through economic growth. By creating sustainable linkages between producers in West Africa and buyers in developed markets, the Trade Hub facilitates export-led growth, creating jobs and increasing incomes. The Trade Hub works with private and public sector stakeholders in the region to address constraints to trade-led growth imposed by inefficient transport and telecom services, a constrained business environment, and lack of access to financial services.

In support of this mandate, the Trade Hub maintains two project offices in Ghana and Senegal, and a team of over 60 short and long-term staff and consultants.

CARANA is seeking a dynamic Deputy Chief of Party (DCOP), with Africa experience to assist the Chief of Party in managing the Trade Hub’s five components, ensuring that the components work together and leverage resources. The DCOP will be the project’s technical lead in agribusiness, and will be responsible for developing this practice area. The DCOP will provide support to the COP in the administration of project operations to ensure compliance with USAID, CARANA, and local regulations. The DCOP will have to communicate regularly in French.

Responsibilities:
1. Under the leadership of the COP, monitor execution of activities within the work plan, contributing to quality delivery on project objectives; ensuring activities are performed to highest standards; and development goals are met. Use feedback received during project activities and monitoring and evaluation, propose and implement improvements to deliver or exceed work plan objectives and deliverables. Where appropriate, recommend changes in project deliverables and/or scopes of work.

2. Develop and manage relationships with project agri-business partners in private and public sector.

3. Assist COP in maintaining open lines of communication throughout the project with USAID, project team, stakeholders, home office, and bilateral missions across the region.

4. Work with COP to ensure compliance of project operations with USAID regulations,

5. CARANA policies and host country laws. This includes, but is not limited to, grants awards and disbursements, procurement, and hiring procedures.

6. Provide leadership and management of the project’s agribusiness activities. The DCOP will be responsible for developing this area of the Trade Hub’s activity, and ensuring that its objectives feed into current and future project goals. The COP will coordinate efforts in this sector with public/private stakeholders, other donors and USAID projects. The DCOP will be responsible for positioning the West Africa Trade Hub as a regional agribusiness leader.

7. Support West Africa Trade Hub’s ongoing assistance to USAID/West Africa in assessing and delivering on opportunities for increasing regional agricultural trade.

8. Evaluate opportunities for the Trade Hub to intensify its work further upstream in target agribusiness value chains.

9. Assist in the writing, production and delivery of high quality technical as well as quarterly reports as well as other project articles and communications.

Qualifications:
• Previous experience as a DCOP or COP in managing complex, donor-funded agri-business programs in developing countries
• Fifteen years of experience in strategic and business planning, agribusiness, public-private partnership development, and investment promotion in transitioning economies
• Experience with USAID and/or multilateral donor projects and programs including the food security or agribusiness initiatives
• Understanding of USAID procurement processes and requirements
• Proficient technical and analytical skills in current technical food production and security concepts, including food production and marketing systems, food safety, storage, agribusiness finance, and transportation and logistics
• Ability to enlist others in accomplishing the greater objectives including businesses, partners, international donors and host country counterparts
• Capacity to effectively manage people, regional partners, and facilitate change
• Fluency in French and English
• Prior experience in Africa
• Advanced degree in discipline related to business, agribusiness, food production, food security, finance or economics
