CARANA seeks a highly-skilled international development professional to act as a long term advisor for our USAID-funded Rwanda Post-Harvest Handling and Storage Project (PHHS) focusing on a country-wide post harvest handling and storage strategy, including mobilizing private sector investment. This project capitalizes on increased Rwandan food crop productivity to increase food security by linking smallholder staple crop surpluses to markets through improved post-harvest conditioning, grading, sorting, packaging, and storage. The program will address Rwanda’s critical need for commodity storage by attracting investment in post-harvest handling and processing of staple crops and creating linkages between farmers and storage facilities.
We are currently recruiting a consultant who can assist in executing a policy strategy under the auspices of the Government of Rwanda and meet targets, deliverables, and report on progress to USAID in Kigali. The candidate will have significant experience in the private sector, grain trading, international commodity company experience, mobilizing private capital, and high-level interaction with foreign governments and USAID.
Minimum Qualifications:
• 15 years of experience in working in agribusiness with policy advisory experience;
• Extensive knowledge on staple foods post-harvest best practices;
• Experience working in Africa, especially Eastern-Central Africa and advising governments on policy strategies that will foster private sector investment;
• A Master’s degree in a related field; and
• Ability to communicate professionally in French.
