The Southern African Customs Union (SACU) TRANSPORT SPECIALIST (Ref TS)

SOUTHERN AFRICAN CUSTOMS UNION
The Southern African Customs Union (SACU), consisting of Botswana, Lesotho, Namibia, South Africa and Swaziland, was established in 1910. Renegotiation of the SACU Agreement, entered into force in 2004, created a common external customs tariff, free movements of goods and a Common Revenue Pool into which all customs, excise and additional duties are paid and shared. The Agreement aims to establish common policies and institutions that must promote industrial and economic development and regional integration. Based in Windhoek, Namibia, the SACU Secretariat invites applications from suitably qualified candidates in the following positions to contribute to the achievement of these important regional goals.

TRANSPORT SPECIALIST (Ref TS)

Reporting directly to the Deputy Director -Trade Facilitation, the Transport Specialist will provide technical support and guidance in the area of transport infrastructure, logistics, policies and capacity among Member States, with the overall objective of achieving free movement of commodities within the SACU region. Key responsibilities include:

• Undertake research on transport infrastructure, logistics and policies and indentify areas for improvement;

• Assist in the preparation of transport cooperation proposals/documentation;

• Coordinate research studies on the management of the transport sector within the region;

• Coordinate the development and implementation of plans and strategies for increased transport cooperation across the region;

• Assist in the design and implementation of transport surveys;

• Liaise with Member States on key transport initiatives/transport management schemes;

• Coordinate the work of the Transport Liaison Committee;

• Represent the Secretariat in regional and international transport fora;

• Coordinate the development of guidance material for the transport sector; and

• Maintain a transport management information system.

Minimum Requirements are: Post Graduate Degree (Masters Degree preferred) in Transport/Logistics or Transport Economics with transport planning/economics as a major or equivalent post graduate qualification. Minimum 5 years experience in public or regional transport planning at a senior level. Be computer literate in MS Office
