Chief Of Party, Strengthening Governance

CHIEF OF PARTY, STRENGTHENING GOVERNANCE, SOUTHERN SUDAN

Tetra Tech ARD (www.ardinc.com) seeks highly qualified Chief of Party candidates for an anticipated USAID-funded project to strengthen governance in Southern Sudan. This project aims to improve management capacity, effectiveness, and accountability of the Government of Southern Sudan (GOSS).

Responsibilities:
-- Lead all technical, financial, and administrative aspects of the project with an emphasis on strengthening public-private partnerships;
-- Coordinate closely with USAID in developing, implementing, and revising the project’s overall strategy, and serve as principal link between USAID, Tetra Tech ARD, and other partners;
-- Oversee multiple program areas simultaneously (including legislative strengthening, legal framework and Rule of Law development, cross-Ministry collaboration, law enforcement and security strengthening, executive leadership, organizational development, public service capacity building, and effective fiduciary management, among others);
-- Provide comprehensive expert technical guidance in all other aspects of the project, including hiring, training, monitoring, and mentoring;
-- Establish systems and oversee program start-up under limited time constraints as well as facilitate program close-out; and
-- Establish and maintain productive and positive relationships with GOSS officials.

Qualifications:
-- Advanced degree in international development, public administration, law, management, or relevant field;
-- Minimum fifteen (15) years’ experience in governance, public administration, institutional development, or related field on USG-funded projects;
-- Prior Chief of party experience on large USAID projects required;
-- Demonstrated experience of close collaboration with and support of nascent governments in post-conflict or state-building environments;
-- Experience in and knowledge of Southern Sudan or similar post-conflict environments;
-- Fluency in English required; knowledge of Arabic and local dialects highly desirable.
