ASSIGNMENT OVERVIEW
Assignment Title: 1091010 - Senior Transport Specialist (Domestic inter-island shipping)

ASSIGNMENT DESCRIPTION
The Consultant shall support the IFC, Department of Transportation and Communications (DOTC), MARINA and National Competitiveness Council (NCC) in undertaking the identified policy reforms in the shipping sector. This work will orient around structuring and implementation of reforms in the domestic inter-island shipping industry and further analytical work as needed.
The Consultant will work in close collaboration with the Team on the following specific tasks:
Deepen and finalize the preliminary diagnostic of competition constraints in the shipping industry;
Given the proposed policy reforms, finalize the recommended initiatives and specific actions for their implementation;
Work with the Technical Working Group (TWG) to support implementation of priority reforms identified in the diagnostic report and propose solutions for pro-competitive regulation and regulatory simplification;
Help the TWG in drafting the regulatory/policy changes, i.e. Memorandum Circular, Department Administrative Order, Executive Order to enable the reform;
Provide a cost-benefit and impact analysis of the reforms using the Competition Impact Model developed by the Team;
Help the Team communicate the benefits and development impact of the reform;
Conduct further analytical studies, as needed; and
As necessary, coordinate with the Public-Private Dialogue (PPD) Coordinator and relevant authorities in order to explore the potential constraints in implementing the proposed reforms.

SUBMISSION REQUIREMENTS
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB.
