Senior Advisor - Community Development


Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. GIZ invites applications from suitable candidates for the position of a “Senior Advisor - Community Development ” for its Project Office based in Khulna.
The Position is responsible for
Planning, implementation and monitoring of Community Development (CD) related activities as specified in respective project planning documents, here in particular -
  • Coordination of field activities in pilot areas in Bagerhat, Khulna and Satkhira districts;
  • Coordination of subject matter related studies and consultancies, drafting of TORs, supervision, quality control;
  • Coordination of capacity development for both intermediaries and target groups;
  • Cooperation with counterpart institutions, universities and private sector;
  • Knowledge management, communication, PR and reporting;
  • Representation in the interest of the GIZ-assisted measure;
  • Carrying out important tasks for the project, even if these are not explicitly cited in the job description.
A.Tasks
1. Project Planning and Monitoring
  • Familiarization with project documents/studies, GIZ requirements and procedures;
  • Compilation of subject matter (CD) related knowledge/experience in Bangladesh, including
    • CBM/ co-management (legal status, case studies, successes, weaknesses);
    • Community group organization and mobilization;
    • Alternative income generation/livelihoods;
    • Participation in ecosystem rehabilitation, conservation and monitoring, in particular related to embankment/ coastal areas;
    • Extension and training experiences and good management practices;
    • Activities of government/donors/ NGOs in the project region;
  • Advice to seconded expert and counterpart staff; close interaction with component manager ‘evaluation';
  • Concepts for CBM related baseline studies, management of consultancies, quality control;
  • Inputs into project planning (e.g. baseline studies, plan of operations, re-planning), documentation and reporting;
  • Inputs into the concept for component monitoring;
  • Supervision of monitoring of field activities.
2. Implementation
  • Drafting a concept for a project implementation approach with regard to CD, based on available baseline information and country experiences;
  • Planning and coordination of all field activities in pilot areas;
  • Liaison with counterpart institutions and other stakeholders;
  • Identification of training needs, drafting of a concept and implementation plan for trainings plus identification of potential consultants/ institutions/ NGOs to be contracted;
  • Coordination of preparation/ purchase of training materials based on existing knowledge and experiences;
  • Coordination of trainings;
  • Inputs into research and monitoring projects, in consideration of project related aspects e.g. biodiversity;
  • Contribution to PR and outreach, project visits, documentation of activities;
  • Drafting of project related reports and documents.
B. Required qualifications, competences and experience
Formal education
  • Bachelor or Masteral Degree in social or marine sciences or equivalent with an emphasis on CD, co-management or rural development.
Professional Experience
  • At least 5 years working experience in a similar position(s), preferably with projects/ institutions operating in a set-up similar to SDBC;
  • Experience in project planning, implementation and monitoring, particularly in rural settings;
  • Previous experience in development organizations, specifically with the German Development Cooperation (GIZ) will be an advantage.
Other Qualifications
  • Excellent command of English and Bangla language, both oral and written;
  • Extension methods, all aspects of community mobilization and facilitation of meetings;
  • Intuitive problem solving skills;
  • Proficiency in using computer and internet based applications;
  • Documentation and report writing skills;
  • Communication and organizational skills;
  • Interpersonal skills with team playing attitude;
  • Willingness to up-skill as required by the tasks to be performed - appropriate measures will be agreed with management.
