ASSIGNMENT DESCRIPTION

Background 
Nepal is a geographically small, landlocked country surrounded by India in the south, east and west and the Tibet Autonomous Region of the People's Republic of China in the north. Nepals access to international trade markets depends on efficient and reliable transport infrastructure and logistics services and transit facilities in neighboring countries, particularly India. In fact, India is also Nepals main trade market accounting for about 60% of trade by value followed by Bangladesh and China, respectively. Trade with third countries is mainly through the Indian seaports of Kolkata and Haldia with small volumes being shipped by air freight. 

Nepal faces among the highest transport costs in the world, compromising the competitiveness of Nepalese exports and increasing the prices of goods. The long distance that Nepalese cargo travels to and from the Kolkata/Haldia port complex, time to cross the border with India and the quality and performance of transport services all increase the cost and time to reach international markets. 

Purpose of the project 
The World Bank seeks to finance consulting services to support the preparation and design of the Nepal Trade Information Portal (NTIP) and Nepal National Single Window (NNSW). Building of both systems will ultimately be financed through a World Bank-financed project. 

Scope of Work
This work shall include the preparatory work for the implementation of a NTIP that will form a key reference site for all trade related legal and regulatory requirements as well as required forms, fees and procedures. It will also focus on identifying the NNSWs main business functions and underlying processes, ICT Architecture, functional and technical requirements, and the development of a sustainable governance and operational model for both the NTIP and NNSW. It is expected that a significant component of the assignment will be associated with collecting and organizing all trade related laws and regulations, as well as in documenting process flows for permits, licenses and other documentary requirements for the import, export and transit of cargo suitable for website publication and later inclusion in the NNSW system. 

Interested consultants should propose a team of mixed full-time, part-time, international and national professionals, with multi-year proven track records of successful delivery of similar assignments. The duration of this assignment is estimated to be six calendar months to commence on or about March 2013.

FUNDING SOURCE

The World Bank intends to finance the assignment / services described above under the Bank-managed Nepal Regional Trade Program NLTA, financed by the Partnership for South Asia Regional Integration Programmatic Trust Fund.


INDIVIDUAL / FIRM PROFILE
The firm/consultants should as part of their submission demonstrate:
- International experience in the governance, systems and technologies related to Single Windows for Trade. Extensive knowledge and/or experience in developing governance frameworks, operational models and organizational structures for the operation of a National Single Window for Trade would be highly desirable
- Extensive experience in business process simplification particularly as it relates to the processing of import, export and transit of cargo
- Extensive experience in developing Trade Portals including collecting and organizing trade related laws and regulations, as well as in documenting process flows for permits, licenses and other documentary requirements for the import, export and transit of cargo suitable for website publication is highly desirable
- Extensive experience in developing strategic information systems plans for trade facilitation, complex enterprise software systems implementation, extensive knowledge in informatics management and current technology trends
- Extensive international experience in trade related legal and regulatory issues. Knowledge of legal and regulatory impacts on ICT systems for trade and trade facilitation highly desirable.
- Extensive experience in the development of functional and technical specifications of scalable complex ICT systems
- Extensive experience in the development and implementation of change management strategies in the public sector of developing countries
- Extensive experience in Public Sector Procurement including in the competitive acquisition of large scale complex ICT systems as well as the competitive procurement of Service Providers or Operators is desirable
- Knowledge of development and trade issues facing Nepal or other developing countries particularly related to implementation of National Single Windows for Trade Facilitation
- International professional experience as a project manager or other equivalent leading position in a series of complex projects of similar nature in low-income developing countries
- Relevant experience of Single Window development in Asian countries, while not essential would be highly desirable.
