ASSIGNMENT DESCRIPTION

The World Bank seeks selecting a consulting firm to help the task team in assisting (through TA) the Government of Kosovo in preparing a "Feasibility Study" (FS), including an "Environmental and Social Impact Assessment and Management Plan". The FS would focus on protecting the Iber Canal, aiming at ensuring water security in central Kosovo. The FS could benefit from and build on a World Bank study on Water Security for Central Kosovo which was completed in 2011. 

The FS would help in preparing an investment project (for potential financing by IFIs) with the following three components (costing around US$20m to US$30m, as indicative estimates): 
(i) Canal infrastructure rehabilitation and modernization, 
(ii) Water resources protection and monitoring, and 
(iii) Project management support. 

Under these three components, the project would focus on the Iber Canal rehabilitation/modernization measures, such as:
1. Canal repair (lining, abutments, foundations, cuttings, culverts, etc.) and protection against renewed physical damage from landslides, unstable soils, and man-made disruptions;
2. Equipment for better management of gates and regulation of water flows, including provisions for remote monitoring and controlling of other structures (e.g. SCADA, if feasible);
3. Short-term storage along the canal to bridge peak water demand and temporary outages for repair purposes;
4. Protection of the canal against pollution, accidental pollution and other threats and disruptions, such as through canal fencing and covers;

The project may also cover related water resources management/supply options in the basin (directly or indirectly related to the canal), such as: developing few emergency or balancing reservoirs along the canal, monitoring/regulating groundwater adjacent to the canal, protection of the Batlava lake (particularly to tackle sedimentation), enhancing the operating rules for Gazivoda dam to optimize its hydropower and water releases, demonstrating a few on-farm measures to improve water-use efficiency and reducing diffused pollution in irrigated agriculture, and strengthening the Governments institutional capacity in (EU-compliant) River Basin Management. 

However, the possible project interventions (and hence project costing) will be analyzed and screened through the sought FS. 

The FS assignment duration is estimated at 18 months. The estimated effort is 20 and 50 of international and national/regional person-months, respectively (indicative estimate, to be confirmed by the TOR at the RFP stage). 

FUNDING SOURCE

The World Bank intends to finance the assignment / services described below under the following trust fund(s):
- The "West Balkans Investment Fund". P.S. The contract awarding/signing will be contingent upon finalizing the administrative agreement related to this trust fund.
