COUNTRY / PAYS: Armenia
Main location of the assignment will be Yerevan. However, missions may be organised during the duration of the assignment all over the country for the purpose of performance monitoring and assessment.

DURATION / DUREE:
One mission is foreseen for the three experts.
Each expert will provide a total of 30 working days over the period of 3 calendar months.

GENERAL OBJECTIVE / OBJECTIVE GENERAL:
The overall objective is to provide a detailed review of the implementation of the FSP and enable the Commission to use the submitted reports as a tool for decisions on instalment disbursement and programme execution. The conclusions of this review will be used to decide upon the disbursement of single fixed foreseen in June 2013.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
The specific objective is to evaluate progress in implementation of General and Specific conditions of the FSP 2010 through a single review. In addition to this evaluation, the EU must be provided with recommendations on the direction of supported policy reforms and on possible future programmes.
QUALIFICATION
Expert 1- Team Leader/Economist
MA degree or equivalent academic qualifications in economics/finance
Or
At least 10 years experience in public expenditure management
Excellent communication and facilitation skills
Fluent English
Professional Experience
Knowledge of EU assistance instruments, SWAPs, Sector Budget Support, FSPs
Experience in budget preparation and implementation, in particular with regards to Government interventions in social protection sector
Experience of undertaking similar assignments (review missions of budget support programmes)
Experience in managing mixed/multi-cultural groups of technical specialists
Proven experience in transition countries and CIS will be considered an asset
Expert 2 – Social Sector
MA degree or equivalent academic qualifications in a field related to social sciences
Or
At least 10 years experience in issues related to policy reforms in social protection
Good knowledge of English
Armenian and/or Russian will be an advantage
Professional experience
Proven work experience and knowledge of mechanisms of implementation of child issues, particularly in the area of social protection, experience in social welfare systems.
Knowledge of Armenian context and three pillar system of child protection will be considered an advantage
Expert 3 – Child Protection
MA degree or equivalent academic qualifications in the field of social sciences
Or
At least 3 years of professional experience in issues related to protection and promotion of children's rights
Good knowledge of English
Armenian and/or Russian will be an advantage
General professional experience
Knowledge and work experience with policy formulation in the area of child protection and promotion of children's rights
Understanding of a broad range of social policy areas, social policy analysis and social budgeting; mechanisms of implementation of child issues particularly in specific areas (education, health, protection)
Knowledge of Armenian context and three pillar system of child protection will be considered an advantage
