UN WOMEN: CHIEF, PLANNING AND PROGRAMME GUIDANCE UNIT

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
Under the Leadership and overall direction of the Director of Programme Division, the Programme Division (PD) sets the standards, assures the quality of program design, and provides guidance to country level program work of UN Women, as well as supports the coordination role of UN Women at regional and country level. It supports the effective use of results based management and reporting across the organization. It also manages global Trust funds, and Global Programs, and it provides technical capacity to countries on request, including a humanitarian response capacity
Under the direct supervision of the Deputy Director, the Chief, PPGU is responsible for developing and maintaining guidance, policies, procedures and tools for the delivery of high quality programmes and for the organization to deliver on its mandate more broadly. He/She manages organizational corporate reporting, identifying and disseminating best practices as part of organizational knowledge management.  S/he manages the staff of the Planning and Programme Guidance Unit.

Duties and Responsibilities

  • Contribute substantively to Knowledge Management .
Substantive Advice and Support to Strategic Planning and Programming
  • Provide substantive advice and support to the Directorate in formulation of the Strategic Plan;
  • Provide strategic advice to the Directorate on and oversee the development of corporate results tracking systems;
  • Prepare reports and analyses of corporate performance in programmatic areas, working in coordination with Regional Offices and other parts of UN Women.
 Development of Programme Guidance
  • Identify areas where strengthened staff capacity in programmatic areas is required, and coordinate to the development of capacity development approaches and materials accordingly, including through the management and updating of the Programme and Operations Manual in collaboration with the Management and Administration Division;
  • Ensure alignment between UN Women programme guidance and the standards developed within the UNDG and other relevant parts of the UN system;
  • Lead on efforts to increase corporate capacity to utilize Results Based Management.
Substantive Support to Corporate Reporting and Learning from Programming
  •  Lead and manage the Division’s production of annual corporate reports to the Executive Board/ECOSOC;
  • Provide technical advice and substantive support to UN-Women offices (HQ – field) in fulfilling monitoring and reporting requirements;
  • Liaise with Regional Offices and Country Offices and HQs units to generate lessons and capture best practices from Programming to stimulate cross-regional and cross-thematic learning and knowledge building.
Proactive Support to Inter-Agency participation
  • Participate as required in UNDG mechanisms focusing on programming and programme guidance, to promote incorporation of gender equality and women’s empowerment including in the guidance and tools for UN’s operational activities (CCA/UNDAFs, DAO, joint programmes);
  • Guide and inform the development of appropriate tools, best practices and guidance to enhance UN Women’s coordination and gender mainstreaming function in the UN system;
  • Support development of system-wide accountability mechanisms at the country level, including gender markers for resource allocation, performance Indicators and gender audits.
Contribute substantively to Knowledge Management
  • Contribute substantively to the capacity development programmes to enhance skills and knowledge in results based management programming.
  • Represent UN Women in key policy and management for external groups related to knowledge management, including the UNDG Working Group on Knowledge Management
  • Contribute to the development and maintenance of global and regional program knowledge networks and practices, and development of knowledge products.
Impact of Results:
The key results of this post directly impact on the ability of UN Women to effectively lead, manage, monitor an oversee UN Women’s programs while ensuring that it has the systems and capacity to move forward in implementing its Strategic Plan and further strengthen inter-agency partnerships and influence in the context of UN reform. This impact should lead to enhancing the visibility and image of UN Women as an effective leader on gender equality and women’s rights and empowerment.

Required Skills and Experience

Education:
  • Advanced university degree in development related disciplines, economics or public policy or other social science fields. 
Experience:
  • Over 10 years of extensive development experience that combines intellectual, strategic and managerial leadership in development programs and in institutional processes (strategic planning, programming, monitoring, reporting and evaluation), preferably in developing countries within the UN system, Agencies, Funds or Programs.
 
Language Requirements:
  • Written and oral proficiency in English is required. Knowledge of the other UN working knowledge is highly desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
