Role & Responsibilities

• Provide overall project leadership, management and general technical direction.
• Ensure an integrated team based approach with a key focus on results achievement.
• Identify issues and risks related to project implementation and adjust project actions accordingly.
• Foster and maintain collaborative relationships with Department of State (DoS), government officials, partner organizations and other stakeholders.
• Communicate multiple partner stakeholders' interests; liaise between parties to bring together common goals.
• On an as needed basis, provide written support and technical inputs for proposals.

Qualifications

• Master's degree in Statistics, Economics, or a related field required; Degree concentration in Monitoring and Evaluation preferred.
• Minimum fifteen years of related work experience required.
• Combination of PhD and ten or more years of related experience considered in lieu of above requirements.
• Minimum 10 years or more progressive experience designing, implementing, managing, and analyzing the results of performance and impact evaluation projects.
• Minimum of five years of experience in a leadership role on DoS, USAID, or other donor-funded monitoring and evaluation projects required.
• Minimum seven years living or working in developing countries preferred.
• Minimum five years of experience implementing qualitative and quantitative data collection and analysis for evaluations and assessments, including experience with sampling methods, database management and statistical analysis.
• Demonstrated leadership experience on projects addressing gender constraints desired, but not required.
• Prior experience working with donor-implemented, integrated diplomacy programs preferred.
• Proven experience writing technical proposals strongly preferred.
• Advanced written and verbal presentation skills required.
• English fluency is required.
