Responsibilities
Reporting to the Human Resources Officer and Human Resources Associate, the Human Resources Assistant is a key member of the Human Resources team. We are looking for an outstanding individual with a proven track record in the whole spectrum of human resources functions, the ability to challenge the status quo and create new ideas, and the potential to bring a significant contribution to the worldwide expansion of UNU’s operations.
The main duties and responsibilities of the Human Resources Assistant include the following:
- Provides support to the Human Resources Officer in the management, coordination and execution of HR functions;
- Provides support towards the implementations of human resources management policies and procedures;
- Provides support in monitoring contractors’ delivery agreed outputs and obligations as per service agreements/contracts with regards to personnel administration matters, documentation and other deliverables;
- Supports the Human Resources Officer and the Human Resources Associate in coordinating with managers in the UNU Centre and RTC/Ps on staffing requirements;
- Prepares and posts vacancy announcements, reviews application and facilitates interviews and other arrangements in the selection and appointment of candidates;
- Assists in providing advice to managers on the application of staff rules, policies and procedures when required;
- Assists in conducting induction/orientation programmes and briefing for new staff members;
- Assists in the preparation of the biennial budget and work-plans for HR requirements within the UNU Centre and all RTC/Ps;
- Assists in advising and counseling of staffing respect of rights, responsibilities, code of conduct, work and entitlements and provide advice on policies, rules and regulations;
- Assists in the preparation of draft memoranda/responses, including briefs of meetings and preparation of reports;
- Assists in the identification and analysis of staff training, development and career support needs, including the preparation and coordination of training programmes;
- Assists in the research and implementation of HR projects within the Department;
- Assists and supports in providing inputs to salary surveys assessing the labour market to establish salaries and related allowances for locally-recruited staff;
- Assists in the preparation of classification and analysis of jobs;
- Performs any other duties as may be assigned or required.
Required qualifications and experience
- Minimum Diploma/Advanced Diploma in Human Resources, Social Science, Psychology, International Relations, Economics or equivalent field of study;
- At least two (2) years of progressively responsible experience in human resources management or a related area;
- Good computer skills, including proficiency in word-processing, spreadsheets, power-point presentations and working knowledge of human resources database;
- Ability to establish priorities and to plan, coordinate and monitor own work with minimal supervision;
- Commitment to continuous learning with a willingness to keep abreast of new developments in human resources and related fields;
- Fluency in both oral and written English is required; knowledge of any other UN official languages is an asset;
- Proven interpersonal skills demonstrated by the ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Remuneration
Remuneration will commensurate with qualifications, experience and level of responsibilities within the Administration.
Duration of contract
This is a full-time employment on a one (1) year Personnel Service Agreement (PSA) contract with UNU, with the possibility for renewal subject to requirements and satisfactory work performance.
This is a locally recruited PSA position; no relocation allowance applies. Applications from suitably qualified women candidates are particularly encouraged.
