Senior Advisor - Climate Change Adaptation & Disaster Risk Reduction Management


Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. GIZ invites applications from suitable candidates for the position of a “Senior Advisor - Climate Change Adaptation & Disaster Risk Reduction Management ” for its Project Office based in Khulna.
The Position is responsible for
Managing the component Climate Change Adaptation (Disaster Risk Management). Responsibilities include in particular-
  • Managing the component in accordance with the offer and project goals and activities agreed with the partner, team and/ or the superior;
  • Critically interacting with sub-contractors and validating their reports; the outcome of such reports will be brought to the attention of the component manager ‘evaluation';
  • Providing professional advice to partners and cooperating with important stakeholders;
  • Innovation and knowledge management and communication of innovations to a broad target group;
  • Integrating results and experience into teamwork and the work of all relevant groups;
  • Coordinating technical and logistic management of experts within the component.
A.Tasks
1. Coordination and Monitoring
The climate change adaptation advisor -
  • Maintains close cooperation with all relevant CCA & DRR national projects and exchanges best practices and lessons learnt;
  • Initiates meetings for and in between CBM (community based management) groups of the three pilot sites in the districts Bagerhat, Khulna and Satkhira;
  • Coordinates concept development of capacity development through trainings and other measures for target groups and intermediaries;
  • Supports and cooperates with the projects related to (integrated) Private-Public-Partnership (iPPP) activities with regard to dyke/ embankment greening for minimizing damaging impacts by tidal and storm surges, rainstorms and/or cyclones;
  • Supports project monitoring and updates information on project progress, documents and reports regularly on the status of results;
  • Draws up media analysis, participates in fora and public hearings on issues directly connected with the project;
  • Assists with planning, coordination and documentation of meetings, workshops, seminars and other project activities with a focus on CCA & DRR;
  • Assists short-term experts assigned to projects with focus on CCA & DRR.
2. Research
The climate change adaptation advisor -
  • Prepares and carries out qualitative assessment of existing technology and methodology which might be suitable for adaptation by the project in consultation with the team leader or seconded expert, local and/or regional or international institutes;
  • Assists associated institutes if they are working on CCA & DRR relevant research.
3. Knowledge Management
The climate change adaptation advisor -
  • Assists in drafting reports and translations of documents relevant to CCA & DRR;
  • Assists in communicating, up-dating and collecting information related to the Sundarbans and ecological critical area (ECA) in position specific context;
  • Provides support in organizing and updating of project documentation, the filing system and the project library;
  • Provides support in monitoring of project results and impact, and disseminates results.
4. Implementation of Project Activities
The climate change adaptation advisor -
  • Facilitates the establishment of groups and task forces to prevent and respond to disasters;
  • Supervises existing CCA & DRR groups on a target oriented management approach to any likely disastrous event;
  • Initiates and leads the development of training materials for village groups relevant to topics in CCA & DRR;
  • Moderates team meetings using CBM methodology for consolidation of disaster prevention and relief teams.
5. General Obligations
The climate change adaptation advisor -
  • Is familiar with GIZ planning, implementation and reporting procedures and their changes;
  • Is familiar with other program components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff;
  • Represents the interest of the GIZ-assisted measures and always acts on its behalf;
  • Carries out important tasks for the project, even if these are not explicitly cited in the job description.
6. Other Duties/ Additional Tasks
The climate change adaptation advisor -
  • Prepares an organogram showing the interrelationships of existing management structure and the responsibilities of community based groups all decision making line agencies and involvements of CB –groups/ organizations in regard to CCA and DRR;
  • Assists the GIZ seconded expert with technical advice in meetings and workshops on CCA & DRR related issues;
  • Maintains close cooperation with the Forest Department as principal project partner of SDBC – Sundarbans and associated government organizations (e.g. DoF, BWDB, DoL as well as other relevant line agencies);
  • Cooperates with non-government organizations and community based groups or management units (e.g. women, fishermen, farmers' associations) or other CMOs like co-operatives or water management organizations etc.);
  • Advises participatory approaches with regards to environmental issues and in the development of monitoring tools leading to the consolidation of biodiversity and minimize ecological impacts;
  • Coordinates, evaluates and validates survey questionnaires and on site evaluation for obtaining verified information on primary data by the local population to qualify and guide project activities and strategies;
  • Provides background information for relevant project planning and ongoing activities - needs based and emphasis to CCA & DRR for supporting sub- projects;
  • Facilitates Up-scaling of improved and/or newly developed training modules within and among the three districts Bagerhat, Khulna and Satkhira;
  • Leads the preparation of PR documents and other information brochures;
  • Coordinates activities in preparation to events and conferences;
  • Performs other duties and tasks at the request of management.
B. Required Entry Qualifications and Competencies
Formal Education
  • Masteral degree in social sciences or equivalent qualification with a focus on CBM of disaster risk reduction/prevention and appropriate regional strategies in the context of coastal management
Experience
  • At least 5 years working experience in similar position(s);
  • Basic knowledge of methodology for monitoring and documentation of environmental impacts;
  • Active intercommunication of scientific results, work experience and methodology applied with the national and international institutions and programs relevant in the ECA of the Sundarbans area with a strong emphasis for CBM linking to DRR;
  • Previous work experience in development organizations, specifically with the German International Cooperation (GIZ) will be of advantage.

  • Excellent command in English and Bangla language, both oral and written;

  • Proficiency in using computer and internet based applications;
  • Documentation and report writing skills;
  • Communication and organizational skills;
  • Interpersonal skills with team playing attitude;
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed upon with the management.
