Priv​ate sector advisor Mongolia

Chemonics seeks a priv​ate sector advisor for the ongoing, USAID-funded Mongolia Business Plus Initiative (BPI)​. The private sector advisor, to be based in Ulaanbaatar for approximately 17 months, will be responsible for increasing and strengthening the capacity of Mongolian private sector enterprises to sell products and services in demand by the market and establishing a Mongolian supplier development program. The advisor will oversee the project's private sector team; deliver technical assistance that facilitates supplier and industry transactions; build capacity within industries, suppliers, and intermediaries to facilitate transactions on an ongoing basis; and contribute to the establishment of a Mongolian Supplier Development Center to develop local suppliers and provide quality assurance training. We are looking for individuals who have a passion for making a difference in the lives of people around the world

Responsibilities include:
  • Prepare, manage, and ensure compliance with annual component work plans of the BPI's private sector component and the Supplier Development Center
  • Serve as executive director to the soon-to-be-established Supplier Development Center, focusing on sales and employment generation of client companies as well as a training program building on the project's pilot quality assurance training to improve quality management
  • Liaise with Mongolian businesses to identify high-impact opportunities for investment and growth
  • Support investment attraction and promote private sector alliances that would seek and enable leveraging of resources and networks of relevant companies and organizations for the medium to longer term sustainability of the Supplier Development Center
  • Assess and strengthen industry supply chains via targeted and firm-specific interventions increasing capacity of small and medium enterprises to comply with quality specifications of larger buyers
  • Assist in formulating and articulating a robust set of alternatives for private sector participation
  • Lead efforts to create opportunities for business association strengthening
  • Collaborate with business associations to identify high-impact opportunities for investment and growth
  • Coordinate with the project's business enabling environment team to address legal and regulatory barriers affecting firm-level competitiveness in Mongolia
  • Supervise, coach, and manage the project's local private sector specialists and short-term expatriate consultants
  • Mentor, coach, and enhance institutional capacity of select service providers aiming to partner with the project on supplier development programmatic implementation
  • Assist in formulating and articulating a robust set of alternatives for private sector participation

Qualifications:
  • Advanced degree in business administration or related discipline required
  • Minimum 10 years of experience in private sector development and implementing economic growth projects
  • Experience in establishing market linkages and facilitating sales between large firms and small and medium enterprises
  • Demonstrable experience applying buyer-led approach 
  • Experience in quality management systems
  • Experience in mining or other extractive industries preferred
  • Demonstrated leadership, versatility, and integrity
  • English fluency and strong verbal and written communication skills required
