1.0 TANZANIA TRADE DEVELOPMENT AUTHORITY (TanTrade)

Tanzania Trade Development Authority (TanTrade) was established by Act No. 4 of 2009 with overall objective of Developing and Promoting Trade, both in domestic and foreign markets. Her establishment followed a repeal of the Acts of Parliament No. 15 of 1973 that created the Board of Internal Trade (BIT) which was responsible for Domestic Market Development and the Act of Parliament No.5 of 1978 that established the Board of External Trade (BET) that was responsible for Foreign Market Development. The mandates of the two defunct institutions are now vested on TanTrade which builds on the knowledge and vast experiences accumulated from the past. The TanTrade’s general objective is “To develop concrete activities and programmes that will enable Tanzania to become and remain a strong and competitive trading nation”.

1.1 TRADE POLICY, PLANNING AND FACILITATION MANAGER - (1 POST)

1.2 REPORTS TO DIRECTOR OF RESEARCH, PLANNING AND CAPACITY BUILDING

1.3 DUTIES AND RESPONSIBILITIES
Head of Trade Policy, Planning and Facilitation Section

Advice the Director of Research Planning and Capacity Building in formulating research and planning strategies in line with the Authority’s business strategy.

Manage all departmental plans.

Provide advice on trade policy management.

Support efforts to design and implement trade development strategies by initiating advocacy measures to stimulate both domestic and international trade.

Manage capacity building measures in order to develop and consolidate the capability of local enterprises and other business operators (SMEs) to trade locally and internationally.

Ensure coherence and complementarities between trade policy and other development policies.

Supervision of all SME development and capacity building programs of TanTrade.

Provide key role in preparation of Strategic Plan and annual plans

Monitor progress against objectives, plans and key milestones and reports accordingly.

Manage economic data collection and analysis.

Provide key role in managing the general Planning sub-system of the Planning Section.

Manage preparation of position papers and policy briefs.


Manage initiative of advising the Government on when to initiate safeguard action as per relevant WTO trade remedies and on the management of the trade remedies scheme.

Manage provision of consultancy services related to sourcing of imports which are beneficial to Tanzania in terms of BoP, Product standards and value for money.

Manage activities of advising Government on issues of national interest on international trade negotiations at the bilateral, regional and multilateral levels.

Manage TanTrade initiatives of advising the Government on the integration of multilateral trade rules at the bilateral, regional and multilateral levels.

Represent TanTrade in Trade Negotiations and other forums.

To recommend policy proposals, plans of action and programs on general trade issues, particularly trade liberalization and trade policy review to the Government.

Monitor TanTrade development programmes and provision of essential assistance where and when required.

Oversee the planning and execution of special research events which are in line with TanTrade’s strategic plan.

Measure and monitor progress towards the achievement of country programme goals, advising on re-orientation and corrective action where necessary.

Contribute to the preparation and implementation of integrated programmes for the country. And

Prepare regular and annual reports on progress related to research and development activities

Master’s Degree either in Economics, Business Administration, Economic Policy

Management, International Trade or Business Administration (Corporate Management) from a recognized Institution.

1.7 PROMOTIONAL SERVICES MANAGER - (1 POST)

Manage the planning, coordination and administration of the Dar es Salaam International Trade Fair and other exhibitions.

Manage coordination of outgoing and incoming trade missions.

Manage coordination of promotion activities of Trade Fairs and exhibitions support organized by the Authority

Manage issuing of permit to exhibitions organizers.

Keep abreast of current and future client demands, world trade situation and activities within the country, and provide up-to-date relevant information to exhibitors.

Participate in the development of new technical cooperation approaches, in line with changing customer needs, specifically geared towards the needs of the business community, Trade Support Institutions (TSIs) and enterprises.

Advice business community on upcoming events (trade fairs, conferences, seminars, trade missions, etc.), and suggested next steps, to assist them to take full advantage of business opportunities.

1.10 QUALIFICATION AND EXPERIENCE

Holder of a Master’s Degree in Business Administration, International Trade, International Business, International Marketing, Business Administration (Corporate Management), Economics or equivalent from a recognized Institution.

At least seven (7) years working experience in a senior position. Experience on event organization is added advantages.

Assist the Director of Finance and Administration in providing financial information whenever required.


Assist the Director of Finance and Administration in handling investment projects of the Authority

Prepare Final accounts, budget and budget controls.

Direct implementation of accounting functions by ensuring collection, classification, recording and reconciliation of accounting data.

Prepare in accordance with accepted accounting principles, the consolidated annual accounts of the Authority

Initiate and recommend improvements in accounting system.

Manage the internal accounting and record keeping work for the Authority

Prepare statutory statements of the Authority.

Ensure remittance and returns to the Government are made timely.

Head of the Legal Unit

Ensure the implementation of the most appropriate standards of Corporate Governance.

Ensure that the Authority’s properties and interests are properly insured with reputable insurance companies that are dully registered under the Insurance Act.

Ensure that litigations and arbitrations are duly attended to without undue delay and in a cost effective manner.


Ensure proper custody of the Authority’s Seal and legal documents related to the operations of the Authority i.e. Insurance Policies, Contract Documents and deeds, Minutes and Register of Licenses, title deeds, Memorandum of Understanding and any other related documents.

Keep abreast with any new changes in Law that apply to the Authority’s operations and Programmes.

Liaison with Government Ministries, Departments, Agencies and other Institutions involved in legal matters.

Networking with the Attorney General’s Office, Law Reform Commission,

Tanganyika Law Society and other related bodies.

Draft all legal documents, regulations, briefs, orders, resolutions, and/all directions required to be issued by the Authority in accordance with its Establishment Act or any other Acts.

Interpret, review and update various legal documents such as regulations, orders, Powers of Attorney, etc. issued by the Authority or on behalf of the Authority under its Establishment Act or for the interest of the Authority.

Advise the Board of Directors and Management on legal matters and law generally.

Provide legal interpretation and legal opinions/advice.

Custodian of Board Papers, resolutions and advice the Director General on the implementation of Board’s Resolutions.

File the resolutions accordingly.

Ensure the Authority’s legal profile is maintained.

1.18 QUALIFICATION AND EXPERIENCE

Master’s Degree in Law from a recognized Institution.

Should be registered with the High Court of Tanzania as an advocate.

Knowledge on research and research findings interpretations.

Masters Degree in Business Administration is an added advantage.

1.20 DUTIES AND RESPONSIBILITIES

Assist in making follow up on the Authority cases in courts of law, tribunals and

Advocates’ Chambers and keep records of all pending cases.

Assist the Supervisor in drafting and filing legal documents.

Liaise with law firms instructed to represent the Authority in various legal matters.

Assist in conducting research on cases and preparing submissions to courts and tribunals.

Assist in advising on all claims with potential to be subject of litigation by or against the Authority.

Overall in charge of the Public Relations Unit

Enhance and maintain a good corporate image of the Authority with regard to trade development.

Build, manage and maintain media relations with the government and its ministries, agencies, institutions and customers.

Keep the general public informed of all relevant events and developments with regards to the Authority’s activities and programs.

Recommend new or amend procedures for obtaining and reporting information in areas where, either inadequate or not available in accordance with the needs of the Authority.

Prepare and carrying out effective programs of public relations with particular attention to different policies.

Coordinate and prepare market promotional materials/advertisements within and outside the country.

Prepare various publications such as press releases of the Authority.

Prepare press conferences and meetings

Examine and verify public opinions and advise on corrective measures


1.33 QUALIFICATION AND EXPERIENCE

Master’s Degree either in Journalism, Mass Communication, Public Relations or Foreign Languages from an accredited learning institution

Fluent in Swahili and English languages.


Ability to communicate in French, Spanish, Chinese and Arabic will be added advantage.

Facilitate Installation, configuration and activation of new technology and communication services;

Assist in Initiating hardware and software procurement needs and maintenance;

Advise on proper security of equipment and data by ensuring that equipment and systems are well secured;

Coordinate development and maintenance of the Agency central Database.

1.39 SENIOR RECORDS MANAGEMENT ASSISTANT- (1 POST)

Maintain up-to-date register of files and file index books,

Give file numbers to file searchers.

Review pending correspondence and listing files required for filling.

Sort outgoing correspondence in accordance with instructions or established means of dispatch and checks dates and signature.

Assemble flimsy copies and files them for consultation to listed officers,

Weed out inactive files i.e. old closed volumes, files with torn covers etc.

Check files in the cabinet/rack periodically to ensure proper order and neatness.

Draft acknowledgement letters on matters related to mail clearing.

2.0 TANZANIA TREE SEED AGENCY (TTSA)

Tanzania Tree Seed Agency (TTSA) is a semi-autonomous body within the ambit of the Ministry of Natural Resources and Tourism. The Chief Executive who reports to the Permanent Secretary, Ministry of Natural Resources and Tourism is the overall incharge of all TTSA activities.


The aim of TTSA is “To enhance sustainable supply of forest products and environmental conservation by producing, procuring and marketing high quality tree seeds and other propagating materials”.

2.1 SUPPORT UNIT MANAGER – 1 POST JOB SUMMARY

The Support Unit Manager (SUM) is the Head of the Support Unit and is accountable to the Chief Executive – Tanzania Tree Seed Agency for the coordination, advisory, and supervision of TTSA activities pertaining to general office administration and management of Human resources; accounts and procurement management.

2.2 DUTIES AND RESPONSIBILITIES

Provide Leadership To The Support Unit;

Provide Advice To The Chief Executive On The Administration And Management Of The Agency;

2.5 MARKETING OFFICER II – 1 POST

2.6 DUTY STATION:  Morogoro at the Headquarters

2.7 DUTIES AND RESPONSIBILITIES

Collect, analyze and prepare information on the demand of tree seeds and seedlings form the market;

Analyze and prepare information on the variance between the demand and production of tree seeds and seedlings;

Collect, compile and update sector policies and legislations;

Collect, analyze, commercial/trade statistics on seeds and seedlings from zonal offices and compile them into periodic reports and

Prepare periodic implementation reports.

Perform any other related duties as may be assigned by his/her supervisor.



2.8 QUALIFICATIONS

Bachelor Degree or Advanced Diploma either in Commerce or economics; and/or Bachelor of Science in Forestry from recognized/accredited Universities.

3.0 ACCOUNTS ASSISTANT - 2 POSTS

3.1 SUPERVISOR: SENIOR ACCOUNTANT

3.2 DUTY STATION: In one of the Seed Centres at Morogoro, Iringa and Lushoto.

3.3 DUTIES AND RESPONSIBILITIES

Prepare and maintain Accounts Registers and books such as journals, petty cash books, ledgers, registers and vouchers;


Prepare payment vouchers and receipts, verify their accuracy and make necessary calculations and corrections;

Maintain accounts records files; to prepare and convey accounts documents

The Bank and to prepare Bank Reconciliation reports.

Perform any other related duties as may be assigned by his/her supervisor.


3.4 QUALIFICATIONS

Certificate of ATEC II or Foundation Level offered by NBAA or NABE III or equivalent professional qualifications from a recognised training institution.

4.0 TANZANIA ATOMIC ENERGY COMMISSION (TAEC)

The Tanzania Atomic Energy Commission (TAEC) is a Regulatory Commission established under the Atomic Energy Act No. 7 of 2003, which became effective on 1st July 2004. The Commission has been mandated to regulate and supervise the use of Atomic Energy and Nuclear Technology so as to protect workers, patients, the public and the environment from harmful effects of both Ionizing and Non-Ionizing Radiation. Further to this TAEC has been mandated to co-ordinate and facilitate the promotion of Nuclear Technology and the safe and peaceful utilization of Atomic Energy

4.1 INFORMATION TECHNOLOGY RESEARCH OFFICER - (1 POST)
4.2 DUTIES AND RESPONSIBILITIES

Create data management system for all applications in the commission (Oracle, SQL and other scientific data management systems);

Create ICT based training modules and develop yearly schedule for training;

Conduct ICT based training;

Troubleshoot computer virus related problems;

Manage and update the commission website and intranet;

Manage all  servers of the commission;

Install, maintain, troubleshoot and upgrade computer hardware, software, personal

4.6 DUTIES AND RESPONSIBILITIES

Carry out a routine study to identify priority areas for research in the field of dosimetry for dose optimization in Ionizing Radiation practices;

Design and implement a research programme, and facilitate the dissemination or use of the research outputs;

Provide consultancy services for safety analysis and assessment in support of authorization services particularly of practices being introduced for the first time;

Supervise/assist junior staff in the activities of the section;

Identify training needs of specific radiation protection in the section;

Prepare document and implement a quality assurance and quality control programme and manual;

Participate in international annual (e.g. IAEA) protection and therapy level postal TL-dose intercomparisons;

Participate in International (e.g. IAEA) or regional protection and therapy level intercomparisons for ion chamber calibration and measurements;

Seek and work for the laboratory accreditation or certification with reputable laboratories in the field; and maintain such accreditation;

Design and implement follow-up programme for over exposed workers;

Upgrade dosimetry Laboratory and related equipment and facilities through acquisition of equipment and consumables or refurbishment;

Design and implement research programmes, and facilitate the dissemination or use of the research outputs;

Provide consultancy services for safety analysis and assessment in support of authorization services particularly of practices being introduced for the first time;

Participate in the regional and international dose inter comparisons

Provides advice to radiation safety officer’s liaison with other institutions.

Responsible for dosimetry and calibration of radiation measuring systems and interpretation of results.

17.1 PRINCIPAL AGRICULTURAL FIELD OFFICER II– 1 POST

Provides education and advice to Small Holders and good tea husbandry in order to increase yields and quality of green leaf;

Helps farmers in establishing tea nurseries;

Monitors the implementation of plans;

Determines inputs requirement for Small Holders, such as fertilizer, agrochemicals, and agrocides;

Evaluates farmers knowledge on tea husbandry techniques;

Collects and stores data of tea production for a given area.

Liaisoning with subject matter specialists (SMS) Agricultural extension officers of the local councils selected to help the Agency;
