This is a Technical Cooperation position. Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION

The greatest threat to Egypt's tenuous economic progress is its tremendous lack of decent work opportunities for young people (aged 15 to 29). Unemployment which stands at 14 per cent for young men and 45 per cent for young women is only the tip of the iceberg as many young people have to accept low productivity, low paid and insecure jobs, far below their capabilities. The lack of decent work is preventing the next generation of Egyptians from gaining the skills, experience and income necessary for the further economic, social and political development of their country.

Drawing on lessons learned from numerous youth employment initiatives in Egypt and in other countries, the following project document proposes an ambitious multi-dimensional and integrated approach to stimulating youth employment over a four year period. The project aims at increasing decent employment opportunities for young men and women, especially vulnerable groups, through five principal strategies:

1. Improving the performance of the Egyptian Ministry of Manpower and Migration, other relevant Ministries and national partners, with a focus on implementing the recently developed National Action Plan for Youth Employment;

2. Through a competition, selecting three Governorates who will develop a regional action plan for youth employment and strengthening the performance of local partners in these Governorates to provide services necessary to promote youth employment;

3. Developing the capacity of training institutions to provide skills and learning experiences that can increase the likelihood of finding employment. Interventions include the development of modern apprenticeship systems for young people in the informal sector, the development and delivery of entrepreneurial skills packages in tourism, agriculture and manufacturing, specialized entrepreneurial capacity development for poor rural women and skills development and labour market integration for people with disabilities;

4. Strengthening the capacity of local public employment services, youth organizations, and enterprises to efficiently match skill supply and demand, allowing young people to find jobs and employers to retain badly needed workers;

5. Promoting enterprise development and self-employment through a promotional campaign, improved policy environment, and strengthened business services. The project will directly support the accompaniment of 500 new businesses launched through the project and at least 10,000 young people will profit from improved business services.

From April 1st 2011, the project selected through a competition three implementing governorates: El Minya, the Red Sea and Port Said. As of 2015, the project has expanded to further include the governorates of Aswan and Luxor and extended to March 31st, 2018.

The project is accompanied by a rigorous monitoring and evaluation plan, and project results will be shared and publicized to allow for maximum analysis and replicability of good practices. 
Description of Duties

The Technical Officer (M&E) will work under the supervision of the Project Chief Technical Advisor, and will perform the following duties and tasks:

1. Support the implementation of the project activities, ensure proactive and efficient workflows between the project and CO Cairo; this will include the preparation of all technical documentation (TORs, minute sheets, request orders) for all contracts and purchase orders, and preparing budget estimates and monitoring expenditures;

2. Maintain and update the project's M&E related documents in accordance to the Performance Monitoring Framework; Conduct on-going revision of the project's achievements and ensure proper documentation;

3. Prepare high quality project documentation for dissemination on the project's activities and achievements.

4. Increase the visibility of the project's achievements, by preparing reports, briefs, articles, and flash reports for dissemination and publication on both the Cairo and HQ websites.

5. Ensure that the project has clearly defined results in line with the logic model (outcomes/outputs, indicators/milestones/targets/baselines, etc);

6. Ensure that a clear M&E system and plan is in place for the project (M&E plans, mechanisms for data collection including use of appropriate tools and techniques, data management and analysis) and oversee the technical guidance for the implementation of the M&E plan, through training and other on-site support;

7. Support the establishment of necessary baselines including development of TORs, design and costing of baselines survey, when appropriate;

8. Establish regular feedback mechanisms within the governorates in order to track, monitor and update achievements;

9. Support project staff in the production of results-focused implementation;

10. Undertake reporting of project achievements, including ILO reporting, as well as donor and other stakeholders reports, extracting lessons-learned and mitigation measures; draft and edit reports and papers for submission and/or publication;

11. Coordinate with project partners and other related projects in areas of research and analytical work;

12. Draft Terms of References for studies, Requests for Proposals, Implementation Agreements and Purchase Orders for project activities;

13. Provide technical and administrative support to the project staff;

14. Perform other duties as may be assigned by the Supervisor.
Required Qualifications
Education

First level university degree in the relevant technical field, complemented with demonstrated expertise in the relevant technical field, including a proved track record of research.
Experience

At least three years of professional experience. Prior M&E experience within the UN or international programme management experience in this field and work experience in Egypt and/or North Africa would be an advantage.
Languages

Excellent command of English, strong reading and communication skills in Arabic would be desirable.
Competencies 

- Knowledge RBM tools, programme and budget, project administration and evaluation concepts and procedures

- Knowledge of ILO rules and regulations

- Ability to carry out assignments in accordance with -instructions given by the supervisor

- Ability to undertake analytical work (qualitative as well as quantitative)

- Ability to conceptualise, plan, coordinate and conduct activities

- Ability to interpret project information and to identify and analyze problems with implementation

- Strong TC Project drafting skills and knowledge about ILO procedures regarding TC projects

- Technical knowledge related to the area of M&E

- Good computer skills (Word, Excel, Power Point)

- Ability to actively participate actively in meetings and missions

- Coordinate and conduct straightforward research work

- Ability to draft press releases, discussion papers, reports

- Ability to communicate effectively both orally and in writing

- Good computer applications skills.

- Strong organizational skills.

- Ability to work on own initiative as well as a member of a team

- Ability to deal with people with tact and diplomacy.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. While the successful candidate will be initially working in Cairo, he/she may be assigned to any duty station designated by the Director-General of the ILO.
