The Austrian Development Agency (ADA) is looking for an international Project Manager (full time) for the project “Flood Recovery and Protection”, based in Belgrade, Serbia.
Tasks and Responsibilities
- Setting up the project team in close coordination with the Head of the IU and ADA HQ;
- Ensuring effective management, implementation, monitoring, measuring the impact of the project and evaluation. Constant monitoring and analysis of the project environment, timely readjustment of project, determination of required revisions, coordination of budget revisions, and closure of projects activities, all in line with relevant ADC and EU regulations;
- Coordinating and supervising the activities of the project staff, experts and consultants working as part of the technical assistance team;
- Managing contracts for local experts;
- Preparing the Project Steering Committee (PSC) meeting and implementing its decisions;
- Ensuring the timely preparation of progress and final reports for the PSC and the EU;
- Contracting and supporting expenditure verification and evaluation measures;
- Minimizing risk and providing solutions to issues arising during project implementation;
- Liaising with project beneficiaries, the EU-Delegation, other donors and the public;
- Ensuring the realization of visibility measures in accordance with EU rules and regulations;
- Constantly reporting to ADA and facilitating monitoring and support missions from ADA HQ;
- Carrying out any other duties as required by the Supervisor.
Necessary Qualifications
- University degree in a relevant field (e. g. administration, development studies or economics);
- At least ten years of relevant working experience in managing international development programmes and projects;
- Sound understanding of donor procedures and rules applicable to funding received from large institutional donors, in particular with European Union external actions;
- Established experience in project cycle management;
- Experience in infrastructure projects, in particular hydraulic engineering, is highly desirable;
- Knowledge of the Austrian Procurement Act and/or construction contracts is an advantage;
- Understanding of international development cooperation principles, and quality standards;
- Prior experience in the Balkans, in particular Serbia, is a definite advantage;
- Excellent written and oral communication skills in English; Serbian would be an asset;
- Computer literate with practical experience in Microsoft applications;
- Excellent inter-personal/social and communication skills;
- Ability to effectively coordinate a multi-disciplinary team of experts and consultants;
- Ability to work in a multinational and multicultural environment;
- Demonstrated gender awareness and sensitivity.
Duration of the contract: temporary contract depending on project duration
