Background
The Department for International Development’s (DFID) Climate and Environment Department focuses on supporting developing countries to reduce poverty, respond effectively to the impacts of climate change and protect natural resources – therefore securing current and future development gains.  DFID intends to establish a Technical Assistance Facility under its £60million programme for Investments in Forests and Sustainable Land use.

Programme Summary
The programme has the broad aim of catalysing increased private investment in sustainable forestry and ‘reduced-deforestation’ agriculture. It works to support a transformation to sustainability in markets for commodities that are associated with deforestation, including timber, palm oil, soya and paper. The beneficiaries of the services will be developing countries seeking to manage forests sustainably.

Investments in Forests and Sustainable Land Use will support a set of innovative public-private partnerships which demonstrate how the private sector can contribute to a reduction in rates of deforestation, as well as a range of related enabling activities to address barriers to investment. Expected results include improved livelihoods, more sustainable jobs, avoided deforestation, reforestation of degraded land, and leverage of private finance.

The programme has four components and will run over an initial four-year period from 2015:
Component 1: support buyers (public and private) in commodity supply chains associated with deforestation to develop and implement sustainable procurement polices
Component 2: will support improvements in the policy and regulatory environment to facilitate private investment in sustainable forestry and agriculture
Component 3 &4: will be focused on the provision of finance to catalyse investments in sustainable forestry and deforestation-free agriculture in developing countries

Overview of the position
Reporting to the Team Leader the Fund Manager is responsible for providing high level financial, budget and administration support to the programme.

Key responsibilities
  • Responsible for formulating and overseeing the programme’s overall grant strategy and budget;
  • Develop budgets and together with the monitoring and evaluation function, assuming contract and payment execution and implementation oversight once the grant is awarded;
  • Guide and oversee qualification process for grants, including capability assessment of prospective grantees;
  • Provide guidance and training in grant management to ensure compliance with the overall requirements of the programme;
  • Supervise and support local grant managers in each of the target locations;
  • Ensuring creation of correct scopes of work for all grant agreements and contracts together with the Fund Manager and Team Leader
  • Maintaining grant management policies, procedures, and practices and providing policy, guidance and interpretation to programme staff and grantees

Candidate Profile
  • Bachelor’s degree in either management, finance, accounting, auditing, financial management or other related field;
  • Professional accounting qualifications e.g. ACCA;
  • At least 8 years of managing finances for multi-country/regional programmes for international NGOS;
  • Demonstrated work experience and knowledge of public sector related funds’ grant processes, including grant accounting and financial reporting;
  • Knowledge and understanding of donor regulations and compliance issues related to management of donor funds, and in particular with DFID;
  • Knowledge of understanding conservation management, sustainable forestry and environmental development;
  • Experience from working in international teams and relationship building with with a range of grantees, facilitating the delivery of a variety of projects and ensuring their financial compliance to the grant funding rules;
  • Excellent report writing, presentation and computer skills (SAP is an advantage)
  • Proven experience in risk management;
  • Exceptional problem solving, analytical and decision making;
  • High level interpersonal and communication skills
  • Willingness to travel to any of the target countries
  • Fluent in English

Contract Duration:
3 years with possibility of extension. Contract is subject to award
