IRD is currently looking for a Financial Management Consultant to provide technical assistance in the areas of program planning, policy formulation and implementation and advice regarding resource management. The contractor shall monitor cooperative agreements between CDC and the HCMC PAC and Pasteur Institute and mentor/ train recipient staff, program officers, ASPH fellows to design, administer and manage those agreements. This position is contingent on funding. This position will be located in Atlanta, Georgia and Ho Chi Minh City, Vietnam.

Duties Include: Provide services in the development and planning of the budget for the local program and the overall program budget for the entire fiscal year and future years’ needs to include; the Country Operating Plan (COP). Provide support in the development, management, and implementation of cooperative agreements. Track and review progress made on implementation of HCMC cooperative agreements and ensure compliance with USG requirements. Assist cooperative agreements recipients with meeting key deadlines and submission of required documentation. Suggest and test tools for tracking and monitoring FOA, SEJ announcements for management, including financial tracking system. Train and provide technical assistance to HCMC grantees and CDC staff in budget forecasting for grants and cooperative agreements. Assist transitioning ASPH fellows with support services relating to cooperative agreements.

Required QUALIFICATIONS: Accounting Degree plus at least five years of experience. Must have clear understanding of federal grants and budget processes and cycles. USG finance and budgeting experience.
