Deputy Chief of Party, Youth Empowerment and Livelihoods, Kenya

Project/Proposal Summary:
MSI is currently seeking a Deputy Chief of Party (DCOP) as part of a three-year project to support a USAID-funded youth livelihoods and empowerment project. The project is targeted to youth in areas that experience post-election violence in 2007. The objective of the project is to work closely with youth-led and focused Kenyan organizations to support micro-enterprise funds and training as well as political advocacy work to support youth participation in the political process.


Position Summary:
The DCOP will be the second-in-command position reporting directly to the project Chief of Party (COP). The position will be responsible for all daily administration and management of project activities in support of the COP. The DCOP will also oversee MSI’s internal administrative and finance components in support of the project as well as office administration and operations. The assignment period would be June, 2011 through May, 2014 at a full-time level of effort.

Responsibilities:
• Serve as a senior team member and coordinate the organizational development, administrative review, and fund management strategy for the project;
• Serve as lead staff member overseeing internal human resource, recruitment, administration and personnel system;
• Define scopes of work for short-term technical assistance and local technical assistance work in support of priority technical areas; oversee the work of experts; receive, review, and approve consultant work and reports;
• Prepare initial draft of quarterly progress reports in close coordination with M&E Officer and Fund Manager for input and review from COP;
• Review project program and financial reports before submitting them to the COP for approval;
• Oversee the project’s administrative and financial operations and reports in cooperation with MSI’s Senior Project Manager.

Qualifications:
• A degree in public administration, human resource management, foreign relations, or a related area;
• Five or more years of experience managing USAID youth, economic growth DG or similar programs in Kenya strongly preferred;
• Fluency in English and Ki-Swahili speaking and writing skills required;
• Excellent finance and administration expertise;
• Previous experience designing and delivering training programs;
• Willing to travel as necessary throughout Kenya.
