Technical assistance for the formulation of a Programme Estimate in the context of the EU support to the Sierra Leone Investment and Export Promotion Agency (SLIEPA)
Global objective
The general purpose of the assignment is to contribute to the economic development of Sierra Leone through the growth of its private sector and the promotion of investment and the increase in exports.
Specific objective(s)
The specific objective of this assignment is to work with the management of the Sierra Leone Investment and Export Promotion Agency (SLIEPA) on the preparation/drafting of a programme estimate to ensure the implementation of EU support to SLIEPA.
Expert's profile
HCL is seeking for a Senior Expert with:
• At least 10 years of experience in the area relevant to the assignment.
• Advanced academic qualification in Economics, Business Administration and /or Marketing.
• Sound knowledge of the European Development Fund and European Union development policies.
• Experience in institutional development assignments is required; the expert must demonstrate the ability to involve several stakeholders to achieve constructive joint results.
• Thorough experience in the design and preparation of Programme Estimates financed by the European Development Fund.
• A good understanding of investment and export promotion and international experience, with a proven track record of high quality analysis.
• Good knowledge of investment and export policy, law, and theory.
• Experience in African countries, particularly in West Africa, is preferable.
• Excellent English language skills - verbal and written.
