The EIB, the European Union's bank, is seeking to recruit for its Legal Directorate (JU) – Legal Department, Corporate (CORP), Institutional, Corporate and Litigation Division (ICL) at its headquarters in Luxembourg, aInstitutional, Corporate and Litigation (Senior) Lawyer specialised in European Union and Institutional Law.
The term of this contract will be 4 years.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

The successful candidate will deliver the legal services required by the Bank in the areas of Institutional and European Union law and staff-related legal issues, will draft relevant legal instruments, documents and advice and will protect the Bank's legal interests.
The (Senior) Lawyer will independently carry out work relating to all tasks within the Division's remit: the legal aspects of Institutional and European Union issues; project eligibility and compatibility of financing operations with European Union law (in the areas of the environment, public procurement and state aid, transparency policy, human rights, etc.); staff-related legal issues; and litigation relating to the afore-mentioned issues.

Operating Network

The (Senior) Lawyer will act under the authority of the Head of the Division and will collaborate with the other lawyers in the Division in accordance with the priority established by him.

Accountabilities

Under the supervision of the Head of the Division, whose instruction s/he will follow when dealing with complex issues and whose approval s/he will seek on fundamental or unusual matters, the (Senior) Lawyer will be requested to:
  • Provide legal advice and solutions, in the form of notes and opinions (in English/French), in order to deal with institutional issues arising from the organisation and operation of the Bank as a body of the European Union, established under European Union law, and the legal provisions applicable to the Bank's staff;
  • Undertake research and conduct studies on legal issues across the areas for which the Division is responsible;
  • Represent the Bank's Legal Service in internal working groups (meetings, panels and task forces) to deal with specific issues;
  • Participate in external working groups (for example with other European institutions);
  • Maintain contact with the Division's counterparts, both within and outside the Bank (may involve travel);
  • Participate in activities relating to the Bank's litigation;
  • Make legal presentations to various internal and external audiences.

Qualifications

  • University degree in Law and/or an equivalent professional legal qualification; a post-graduate specialisation in EU Law would be an asset;
  • At least 5 to 8 years of relevant professional post-qualification experience, including at least 3 years in European Union institutions or bodies and/or with a law firm of international repute;
  • Sound knowledge of the main aspects of Institutional and substantive European Law and European Union litigation;
  • Proven track record as a lawyer in the banking or financial sectors would be an asset;
  • Very good knowledge of standard computer tools and familiarity with databases relating to EU law and case law;
  • Excellent knowledge of written and spoken English or French and a good command of the other (*); knowledge of another language of the European Union would be an asset.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
