Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 100 Chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Background information

The Transparency International Secretariat’s 5-year Implementation Plan sets out some ambitious new directions for the secretariat. In particular, there is an emphasis on organizing our work around six Key Programmes. A key role of the Regional Department is to spearhead and support the implementation of various components of these programmes in the region across the network of Chapters. In this context, the Programme Coordinator will implement programmes and multi-country projects in the region, in line with TI’s 2015 strategy.

Responsibilities:

The Programme Coordinator is responsible for implementing the whistleblowing programme in the Europe and Central Asia Department. Specifically, he/she will coordinate a project that aims at promoting whistleblowing in Europe. He/She will coordinate the work flow, financial and administrative management of this project, ensuring that agreed goals, best practice standards, donor obligations and TI-S regulations are met. He/She will also raise funding for the whistleblowing programme in Europe and Central Asia more broadly and help to develop new project ideas in order to implement the identified key priorities in the region. He/She will implement these tasks in close collaboration with colleagues in the TI-Secretariat and with the relevant TI National Chapters.

Specifically, the Programme Coordinator will:
  • Ensure the smooth implementation of the project, working in close collaboration with colleagues in the TI Secretariat;
  • Identify opportunities and support the development of new projects in support of whistleblowing, in cooperation with relevant TI-Secretariat and National Chapter representatives;
  • Strive for high-quality outputs and the greatest possible impact of project activities in order to advance whistleblower protection and promote whistleblowing towards relevant audiences;
  • Support the implementation of whistleblowing-related advocacy activities in 11 European countries;
  • Identify opportunities to promote whistleblowing at the European and international level and respond to enquiries from members of the public, international organisations, and others about whistleblowing;
  • Ensure that all donor contractual obligations (financial management, fund transfer requests, procurement regulations, financial and narrative reporting, etc.) are met in a professional, transparent and timely manner;
  • Ensure the timely and cost-effective execution of project activities, including the administration of sub-grants and contracts with Chapters and external service providers;
  • Develop, maintain, coordinate and monitor the implementation of project-wide work-plans, budgets, reporting cycles and information systems across TI-S;
  • Work in close collaboration with the ECA team members, in particular, the Regional Coordinators;
  • Any other tasks identified by the line manager necessary to ensure that ECA projects are implemented successfully.

Knowledge, experience and skills:

  • Undergraduate university degree or professional qualification in business administration, management, finance, social science, public administration, economics, or another relevant field;
  • 5+ years of project management experience with an International NGO or International Organisation, or Multinational Organisation with demonstrated in-depth knowledge on project management best practice;
  • Knowledge of, or considerable interest in, the work of TI and the field of anti-corruption; solid understanding of and experience in the area of whistleblowing are a distinct advantage;
  • Demonstrated project development and fundraising skills;
  • Proven advocacy experience;
  • Fluency in English; knowledge of any other European languages would be an advantage;
  • Highly developed team work and intercultural communication skills;
  • Willingness to travel.
