PROGRAM DEVELOPMENT OFFICER AFRICA

Summary
The Program Development Officer (PDO) will be responsible for supporting Country Program Offices (CPOs) in Africa in developing sustainable programs, which includes designing sustainable projects, creating strong relationships withexisting and potential partners, supporting strategic planning and coordinating Monitoring, Evaluation, Accountability and Learning (MEAL) processes across the region, and writing communication materials, successful concept notes and project ideas for long-term organizational sustainability. The PDO will be line-managed by the Head of Programs (HoP) for the Africa region and will work closely with African CPOs and the Program Development and Funding Team based in Ottawa.
Job Qualifications: Essential
• University degree in a related field, preferably at Master’s degree level.
• At least 5 years of experience with an international development organization focusing on program development and program funding.
• Strong writing ability and experience in preparing information briefs, concept notes and proposals. • Strong capacity to build and manage relationships with a variety of partners (e.g. aid agencies, private sector, government, NGOs, multilateral agencies)
• A proven track record of securing program funding.
• Strong Knowledge of Monitoring and Evaluation tools, processes and systems.
• Knowledge of donors that support work in our sector (particularly DFATD and USAID, foundations and corporations).
• Knowledge of project design, monitoring, evaluation and reporting.
• Strong written and verbal communication skills in French and English.
• Excellent negotiation skills and the ability to persuade and influence others.
• Excellent computer skills and proficiency with Word, Excel, Outlook, and web-based research.
• Willingness to travel up to 20% of the time within the region and abroad.
• Ability to make decisions and take the initiative, as part of managing a complex and varied workload.
• Flexibility.
• Willingness to be self-servicing, with a proven ability to work as part of a team as well as independently.
