Research and Evaluation Advisor/ Monitoring & Evaluation Advisor
The Johns Hopkins Center for Communication Programs (CCP) seeks to fill multiple positions to support the USAID-funded Heath Communication Capacity Collaborative (HC3) West Africa/Ebola response portfolio. The Health Communication Capacity Collaborative (HC3), a five-year USAID-funded project supporting strategic health communication programs in developing countries, with an emphasis on capacity strengthening of country-based partners. HC3 has been tasked by USAID to assist with the communication aspects of the Ebola response and the secondary impacts of Ebola, including restoring basic health services, with particular emphasis on support to health communication programming in Liberia, Sierra Leone and Guinea. The HC3 Senior Research Advisor will provide technical oversight to all research, monitoring and evaluation related activities for HC3’s two Guinea projects. S/he will lead the development of research design, protocols, questionnaires and monitoring systems and assist with all USAID reporting. S/he take primary responsibility for data collection, analysis, interpretation, and reporting on the findings studies conducted, and advise the Guinea team on recommendations for new studies to be undertaken. Will be responsible for ensuring accurate data collection and timely reporting of results and indicators. Will oversee the collection and analysis of process data to monitor project implementation and accomplishments. Will oversees baseline, mid-line and end-line surveys. Will create and/or maintain electronic databases and records. Will supervise data collection activities (e.g., interviews, surveys, forms, questionnaires, experiments, gathering data from available sources). While using their knowledge of statistical and textual data analysis, perform qualitative and/or quantitative data analysis and interpretation of study data. Will generate reports, charts, tables and presentations of the research findings. Will mentor and monitor the work of local research staff. Will ensure data quality. Will lead and/or contribute to the writing of manuscripts and publications. Will present research findings at meetings and conferences. Will monitor compliance with human subjects research guidelines on all assigned projects. Will undertake tasks as requested by the Ebola Research Manager and Country Program Director, Guinea. This position has a fixed end date of 6/30/2017.
Qualifications:MPH or MS degree in related discipline, e.g. communication, public health or related behavioral science. Strong quantitative research skills required. Five years related experience in research on health communication, health promotion, social marketing or related fields in international settings required. Demonstrated ability on significant graduate project or additional doctoral education may substitute for experience to the extent permitted by the JHU equivalency formula.
JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education required for the respective job.
Preferred Qualifications:Ph.D. or Dr.PH in relevant field and management experience
