CHIEF OF PARTY
SUPPORT TO THE NATIONAL ASSEMBLY – ARMENIA

Tetra Tech ARD (http://www.ardinc.com) seeks a seasoned and well-qualified Chief of Party (COP) for an anticipated multi-year USAID-funded legislative strengthening activity in Armenia. The project will assist the Armenian National Assembly and will focus on rules of procedure, oversight, representation, analyltical capacities, and the role of NA stff and members.


Requirements include:
--Advanced degree in public administration, political science, international development, law, or a relevant development related studies desired;
--Minimum 10 years of experience working directly in a parliament /legislature or leading international legislative strengthening development projects that assisted national parliaments or sub-national deliberative bodies; --Prior experience in managing projects similar projects and 5 years of experience serving as Chief of Party or Team Leader for D/G development projects in the former Soviet Union CIS or in the Caucasus, particularly Armenia, is desired;
-- Previous managerial experience heading up highly sensitive and complex USAID projects is required;
-- Track record of successful cooperation with host country governments and USAID missions: superior diplomatic and relationship management skills is essential;
-- Proven ability to develop and work within approved work plans and meet goals within agreed timeframes.
-- Demonstrated proficiency and experience managing the administrative, contracting, staff recruitment, financial, and logistical aspects of an overseas field office;
--Excellent oral presentation and business/report writing skills;
--Fluency in English (speaking, reading, and writing) required; knowledge of Armenian is a plus.

Duties include:
--Manage and supervise a team of long- and short-terms staff and consultants;
--Strategic planning for the project, and oversight of the preparation of annual work plans;
--Ensure quality control and timeliness of all deliverables;
--;
--Review project financial data as well as framework results;
--Serve as the principal liaison with USAID staff, central and local GoA representatives, and host country partners;
--Work closely with and advise key Armenian government counterparts, particularly within the National Assembly;
--Develop an effective coordination program at the national and regional levels of the program;
--Assure effective implementation of the project consistent with USAID rules and regulations and Tetra Tech ARD policies and procedures;
--Oversee and assure effective program implementation consistent with the approved budget; and
--Oversee and assure effective reporting of program results and USAID-required indicators.
