Finance and Administration Manager

The Hartbeeshoek Radio Astronomy Observatory (HartRAO) is located in a valley in the Magaliesberg hills, 50km west of Johannesburg, South Africa and some 60km from Pretoria. It operates as a National Research Facility under the auspices of the National Research Foundation (NRF).
HartRAO is looking to fill the following position:

Finance and Administration Manager
Requirements: * A commercial/business degree or a university diploma in Accounting * At least 5 years' relevant experience in financial accounting at management level * At least 2 years' experience in office administration and the supervision of staff * Good working knowledge of Generally Accepted Accounting Principles, as well as International Financial Reporting Standards * Hands-on experience in accounting packages * Fully conversant with Microsoft Office software * Demonstrated management and administration skills * Experience in financial planning, analysis, monitoring and reporting * Good working knowledge of financial risk assessment principles
* Broad knowledge of supply chain/procurement management * The ability to multitask * Excellent verbal and written skills * The ability to work under pressure and meet tight deadlines * Good interpersonal skills and the ability to work with people from a wide range of backgrounds * Experience in the public sector, including knowledge and understanding of the regulatory framework for the public sector
(Public Finance Management Act, Preferential Procurement Policy Framework Act and Regulations, GRAP) l A working knowledge of Great Plains.
Key performance areas: * Work as part of Facility Management overseeing ~45 staff * Prepare the annual budget * Compile quarterly and annual performance indicators * Oversee monthly income and expenditure and provide monthly reports * Assist in providing Business Management Reporting * Manage procurement processes * Manage the implementation of financial policies and procedures * Manage corporate governance compliance l Oversee audits and act on findings * Manage the Financial, Human Resource, Library and
Hospitality staff (~8) * Manage risks * Manage incident and accident investigations * Manage administrative processes, including vehicle fleet use, record management and travel arrangements.
