Project Evaluators (Local Consultants), Pakistan

Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary: MSI is seeking to identify a pool of skilled local project evaluators for a series of upcoming evaluations of USAID-funded projects in Pakistan. Individual evaluation assignments will last from several weeks to several months. Anticipated evaluations will cover projects in a variety of sectors and regions of Pakistan. The evaluators selected to work on specific evaluations depending on their knowledge of the relevant sector and their ability to work in the required geographic area(s). Senior-level evaluators may be selected to serve as team leaders.

Responsibilities: • Participate on a team to conduct evaluations of USAID-funded projects in Pakistan; • Manage evaluation teams and contribute to writing project reports (team leaders); • Contribute to developing data collection instruments and protocols; • Conduct field work (e.g., interviews, focus groups, site visits, surveys, secondary data collection) and collect and review documents as required in support of evaluations; • As necessary, analyze data collected in the course of evaluations; • Document findings from field work, document review, and data analysis in writing; and

Qualifications: • Experience conducting project evaluations (work on USAID projects a plus); • Must be fluent in Urdu; fluency in other regional languages desired; • Demonstrated ability to design and manage evaluations and evaluation teams (team leader); • Experience collecting and analyzing primary and secondary quantitative and/or qualitative data; • Excellent communication skills (writing and speaking) and fluency in English (team leader); • Ability to work well in teams and to manage interactions with evaluation subjects responsibly; and • Willingness to undertake field work assignments in Islamabad and/or other provinces in Pakistan.
