Responsibilities:

  • Lead Emerging Markets policy priorities and related business/market access objectives through preparation of policy platforms, targeted research, evidence of best practices, messaging, presentations, information abstracts and other primary materials. Work to shape a positive health reform agenda and enhance conditions for increased access for the Pfizer product portfolio.
  • Manage and lead execution of strategies around policy issues that impact Emerging Markets.
  • Develop and disseminate policy positioning to advance business objectives and ensure consistency in Pfizer policy approaches in Emerging Markets. Leverage to support aligned company-wide positioning through active engagement in the priority-setting process of the Worldwide Policy Leadership Team (WPLT).
  • Lead issues management and environmental and policy forecasting assessments for selected “business adjacencies” as part of the Pfizer business transformation process.
  • Represent Pfizer on key trade association committees that relate to emerging markets and ‘global health' issues and provide policy support for outreach and alliance building activities, particularly with academic institutions, pro-market NGOs, professional groups and think tanks.
  • Represent and advise executive management in their engagement with external groups where Pfizer plays a leadership or membership role.
  • Provide leadership to internal Pfizer committees work streams and task forces, including staffing and policy content on emerging markets policy issues.
  • Co-ordinate Pfizer's policy work in support of the Gates Foundation
  • Provide analytical and policy support to Pfizer's work on global health including our relationships with relevant MLOs, working closely with the senior Director Public affairs who is responsible for our relationships in Geneva.

Qualification:
  • 10 plus years experience in public policy, government and/or industry relations, with a focus on market analytics, health care and pharmaceutical policy issues outside the US. Masters degree or equivalent strongly preferred. Foreign language skills a plus.
  • Prior pharmaceutical industry or consultancy experience essential.
  • Knowledge of and exposure to emerging markets pharmaceutical reimbursement, access, health care reform, cost-containment and IP challenges facing the industry is required along with a demonstrated capacity to manage these issues strategically, using advocacy, networking, coalition building, evidence and policy formulation and messaging/communications tools.
  • Experience in managing relationships with multi-lateral organizations, non-governmental organizations and foundations and advocating on policies and issues relevant to biopharmaceutical business interests.
  • Demonstrated ability to position senior-level executives on regional or global platforms to advance strategic policy and business interests.
  • Creative analytical capacity along with strong oral and written communications skills required. Significant writing responsibilities. Familiarity with data bases and ability to use to build quantitative as well as qualitative evidence to foster policy objectives.
  • Management of people and diverse relationships with outside issue experts, opinion leaders, consultants and contract vendors. Ability to act independently – as a “self-starter” – and to operate effectively in a large organization and within diverse environments is also important. Cultural sensitivity a needed strength.
  • Ability to lead others and build relationships.
  • Experience working collaboratively and effectively with others is highly valued.
